Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Jeff Dahl, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel. Absent: Councilmember Tina Goede. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Special Presentation: 2024 Photo Contest Winners. The City held its 8th annual photo contest. There were 7 participants that submitted a total of 10 photos, with 295 votes cast on-line and 245 during the Prairie Festival. The viewer's choice winner for the on-line voting was Lauren Berning who submitted the photo Icicles On Tractor. And the viewer's choice winner at the Prairie Festival was Katy Berning who submitted the photo Farm At Sunset. Mayor Stockamp and the City Council congratulated both winners. Each winner received a certificate, prize, and a framed print of their photo. Mayor Stockamp opened the Open Forum at 7:04 PM. Jeanne Holland, Wright County Commissioner gave an update on the proposed cannabis ordinance and thanked Assistant City Administrator/Human Resources Hille for participating in the process. Commissioner Holland provided information on the Villas of Pheasant Ridge Home Owner's Association (HOA) roofing issue within the City of Otsego along with two newsletter articles. Roxanne Williams, a resident within the Villas of Pheasant Ridge provided an update on the 96 roof repair issues in the HOA. Ms. Williams said there have been hardships to the residents due to the cost charged for reroofing the units; she is hoping to change legislation to prevent in the future. Consider Agenda Approval: CM Dunlap motioned to approve the agenda as written, seconded by CM Dahl. All in favor. Motion carried 4-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes, A. October 14, 2024 Special Meetin B. October 14, 2024 Meeting. 3.3 Adopt Resolution 2024-79 Accepting Public Improvements — Autumn Woods Commercial. 3.4 Approve PaV Application Hr. (Final) for the School Knoll Park Protect. 3.5 Approve Pay Application #4 for the Friedrich Park Project. 3.6 Approve Pay Application #2 for the Carrick's Landing Park Project. Order #1 for the Wellhouse 4 Water Treatment Plant Proiect. 3.7 Approve Change 3.8 Adopt Resolution 2024-80 Authorizing a Grant Agreement with Wright County. CM Dunlap motioned to approve the consent agenda as written, seconded by CM Moores. All in favor. Motion carried 4-0. 4. Administration: 4.1 Fire Protection Agreement with City of Albertville: City Administrator/Finance Director Flaherty reviewed the staff report. Flaherty said paragraph 1 includes a change to the terms and the remaining items are incidental changes. Staff is looking for direction on the terms of the contract, noting the City Attorney has reviewed the contract. City Attorney Kendall had no recommendations at this time. Mayor Stoclamp would recommend the contract include services for 2026. CM Dunlap does not feel Albertville will include 2026 in the contract. Flaherty said staff also recommends 2026 be included in the contract. CM Moores asked when the contract would be discussed by Albertville to consider adding 2026 to the contract. Mayor Stockamp said it would be at Albertville's next City Council meeting, she has spoken with an Albertville Councilmember and Mayor regarding the contract; it is best for the cities to work together. Flaherty said the Council could make a recommendation to request amending the term within the contract, or to approve as written. CM Dunlap felt the City of Albertville is looking for more information before approving a 2026 contract. Flaherty said staff is meeting with the Albertville staff to review the progress on the development of the Otsego department. Mayor Stockamp agreed the City needs coverage in M26 and would like 2026 in the contract, so Albertville can include in their 2026 budget. City Attorney Kendall said the additional year could be included in the contract or added at the date listed in the contract. CM Dunlap said Albertville wants to know what will be happening in M27, without a contract for service, no mutual aid will be provided. Page 2 of 4 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING OCTOBER 28, 2024 CM Dunlap said the contract should be a wake-up call, mutual aid will not be free and the other departments will be next. CM Moores motioned to approve a Fire Protection Agreement, as amended, between the City of Albertville and the City of Otsego, CM Dahl. Flaherty asked for clarification on the motion as it was not consistent with the previous discussion to request the term be amended to include 2026. The City Council continued discussion on the motion. CM Dunlap asked for a vote on the motion that was made. Voting in favor: Dunlap. Voting against: Stockamp, Dahl, and Moores. Motion failed 1-3. Mayor Stockamp motioned to table the Fire Protection Agreement between the City of Albertville and the City of Otsego, seconded CM Dahl. Voting in favor: Stockamp, Dahl, and Moores. Voting against: Dunlap. Motion carried 34. Flaherty added that he will formalize the request to amend the term of the agreement and provide it to the City of Albertville staff. 4.2 Consider Scheduling a Meeting of the Economic Development Authority: City Administrator/Finance Director Flaherty reviewed the staff report. CM Dahl motioned to schedule a meeting of the Otsego Economic Development Authority on November 12, 2024, at 5:30PM to be held at the Prairie Center, CM Moores. Voting in favor: Stockamp, Dahl, and Moores. Voting against: Dunlap. Motion carried 34. 5. City Council Reports and Updates: A. Heritage Preservation Commission CM Moores said the Commission members discussed the SHPO Conference. B. Parks and Recreation Commission Liaison CM Moores said the Commission discussed the multi play unit installation, the Friedrich Parl< project, and the budget. C. Planning Commission Liaison Mayor Stockamp said the Commission did not meet this month. D. Public Safety Commission Liaison Mayor Stockamp said the Commission toured the Wright County Sheriff's facility. Mayor Stockamp said an employee from New Century Service recently contacted her and wanted to recognize the owner Shawn Gagnon, as an Advocate for Veterans and for all his contributions as a business owner in the City of Otsego. 6. Staff Reports and Updates: Flaherty said City Offices will be closed Monday, November 11tn for Veteran's Day and the next City Council meeting will be Tuesday, November 12tn Page 3 of 4 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING OCTOBER 28, 2024 City Clerk Etzel provided an election update. City Engineer Wagner provided project and development updates: 75th Street is opened and paved, and staff has contacted property owners that attended the assessment hearing with concerns about the street project. Deputy Bilitz, Wright County Sheriff's Office provided updates regarding car thefts within the City, and reminded residents to lock their vehicles and homes. 7. Adjourn.
