Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Jeff Dahl, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, Emergency Services Director Daryl Rausch, City Planner Dan Licht, City Engineer Ron Wagner, City Attorney Dave Kendall, and City Clerk Audra Etzel. Absent: Councilmember Tina Goede. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1.Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke. Mayor Stockamp closed the Open Forum at 7:01 PM. 2.Consider Agenda Approval: CM Dunlap asked to have item 3.7 be removed from the consent agenda for discussion, moving item 5.1 to 5.2 and adding item 5.1 to the agenda. CM Dunlap motioned to approve the agenda as amended, seconded by CM Dahl. All in favor. Motion carried 4-0. 3.Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A.October 28, 2024, Meeting. B.October 28, 2024, Special Meeting. 3.3 Approve City Council Special Compensation for September 2024. 3.4 Adopt Resolution 2024-81 Accepting Public Improvements – Harvest Run East 3rd Addition. 3.5 Approve Pay Application #27 for the West WWTF Improvements Phase 1 Project. 3.6 Approve Pay Application #1 for the Wellhouse 4 Treatment Improvements Project. 3.7 Approve Fire Protection Agreement with the City of Albertville. Moved to Item 5.1 and 5.1 was moved to 5.2. Item 3.2.A. CM Dunlap motioned to approve the consent agenda as amended, seconded by CM Moores. All in favor. Motion carried 4-0. 4. Administration: 4.1 General Election. A. Presentation by City Clerk. B. Consider Resolution 2024-82 Canvass Results of the City Election City Clerk Etzel reviewed the staff report, noting 90% of the 15,197 registered voters voted. Etzel also stated 45% or 6,290 of the 13,727 voters voted early either in person or by mail; about 4,500 voters came through City Hall leading up to the elections. CM Dunlap motioned to adopt Resolution 2024-82 to Canvass the Results of the City Election held Tuesday, November 5, 2024, seconded by Dahl. All in favor. Motion carried 4-0. 5. Public Safety: 5.1 Approve Fire Protection Agreement with the City of Albertville. CM Dunlap discussed concerns of language in the Albertville City Council meeting packet regarding Otsego being the primary responder for the entire community. Flaherty discussed that the staffing model presented to the City Council in March 2024 would allow the department to be the primary responder; however, that the City Council has not authorized that staffing model to date. Flaherty said much of the discussion this year has been on the facility and that operational components will be the prim ary focus in 2025 and 2026. CM Dunlap motioned to approve the Fire Protection Agreement between the City of Albertville and the City of Otsego, seconded by Moores. All in favor. Motion carried 4-0. 5.2 Fire and Emergency Services Station Project. A. Presentation by Emergency Services Director. B. Consider Adoption of Resolution 2024-83 Accepting Bids and Awarding Contracts. Emergency Services Director Rausch reviewed the staff report and introduced Kraus-Anderson representative Mike Phillips. Mr. Phillips reviewed a presentation outlining the results of the public bidding process. Mayor Stockamp asked about the one contractor that withdrew. Mr. Phillips said the contractor missed two of the bid items and upon verification the contractor withdrew. Mr. Phillips reviewed the summary of the bid alternates and discussed the bid tabulation where some contractors used a positive number, and others used a negative number. This was clarified with each low bidder as part of the post bid verification process. Mayor Stockamp asked about previous experience with the contractors who provided the low bids. Mr. Phillips discussed that while he has not personally worked with them all, that other Kraus-Anderson projects are familiar with the majority of them. He also reviewed the post bid verification process and that if there were any concerns with a contractor, they would not have been presented for consideration of award without appropriate due diligence. CM Dahl motioned to adopt Resolution 2024-83 Accepting Bids and Awarding Contracts for the Fire & Emergency Services Building Project; and to authorize the City Attorney and Kraus- Anderson to prepare the AIA A132-2019 contracts; and to authorize the Mayor and City Clerk to execute the finalized agreements, seconded by CM Moores. CM Dunlap stated the fire study did not outline Otsego forming their own Fire Department and the current contracts are able to provide the services needed. CM Dunlap said Mayor Stockamp asked to have the study include the establishment of the City’s own fire station. He feels the third-party study was ignored and a fire station is not needed. Mayor Stockamp did request to have the location reviewed and the City Council at that time agreed with the additional evaluation. Additionally, the City did not originally look at a full-time staffing model. CM Moores is in support of the Fire Station. Voting in favor: Stockamp, Dahl, and Moores. Voting against: Dunlap. Motion carried 3-1. 6. City Council Reports and Updates: CM Dahl congratulated the Mayor and newly elected Council Members. Mayor Stockamp thanked the staff and judges for their work during the elections. 7. Staff Reports and Updates: Etzel thanked everyone for helping with the election and noted the City of Otsego’s Precinct 4B was drawn for the post-election review by Wright County. City Engineer Wagner provided project and development updates. Deputy Bilitz, Wright County Sheriff’s Office said there were no issues with elections, and reminded residents of snow season parking regulations and that warning cards would soon begin to be issued. Mayor Stockamp asked staff to post a reminder regarding seasonal parking on social media.
