AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends the City Council approve a new job description and the revisions to two job descriptions. ARE YOU SEEKING APPROVAL OF A CONTRACT? No No BACKGROUND/JUSTIFICATION: The Utilities Department has seen growth and divisional focus within the past few years, with these changes and the approaching project completions staff is presenting council with recommended job description revisions and a new position for consideration. These proposed changes help support the expansion of the West Wastewater Treatment Facility, future Water Treatment, and the Biosolids operations at the East Wastewater Treatment Facility. These revisions better reflect the current operations and responsibilities. Below is a summary of the position or the proposed revisions: Utility Office Coordinator This is an addition of a position, that is scheduled to be a 0.8 FTE position for the Utility Department to assist in customer services and clerical work. This position would be officed out of the new Administration Building at the West Wastewater Treatment Facility. The position was scored at a grade 3, the addition of this position has been included in the 2025 budget, and the position scope has been reviewed by the Administrative and Public Works Subcommittees. Wastewater Facility Supervisor Currently the Utility Foreperson, this position change accounts for the further Wastewater licensing needed for the facility, and to account for the supervision of divisional staff. The position would add more direct supervision of staff, further budget monitoring, and project management. The proposed change would be from grade 9 to 11, and that the position would move to FLSA exempt. This would be just a new grade assigned to the job description, with changes to the minimum qualifications and responsibilities. The proposed changes are budgeted for the position within the 2025 budgets and the pay grade changes would be implemented for January 1, 2025. Utility Manager This position was requested to be reviewed by the employee as part of the 2023 Compensation Study and the City Council directed staff to further explore any position scoring requests. With the proposed changes to staffing and expansion of facilities, this job description better reflects the actual responsibilities. The scoring was changed from a grade 13 to a 14, due to the number of employees supervised and the additional responsibilities of the position. This would be just a new grade assigned to the job description, and no further changes are requested at this time. The proposed changes are budgeted for the position and the pay grade change would be implemented upon approval. The Public Works Subcommittee and Administrative Subcommittee were presented these changes in April 2024, and they had directed staff to return with proposed changes and position scoring. Public Works Subcommittee reviewed the latest update at their November 20 meeting, and consensus was to include this item on consent for consideration of approval. Recommend inventory levels considering lead times, community growth, upcoming replacements with cost savings in mind. c. Store, track, rent bulk water meters for hydrant use. Promote compliance, support standard practices, issue equipment and review returned devices. Communicate volumes and invoicing practices to the Finance Department. 5. Facility Reception: a. Greet and direct internal and external customers in a welcoming respectful and professional manner. b. This includes occasional light physical strength work to medium physical work. Travel within the City to treatment facilities, wellhouses and lift stations is everyday. This position requires attending City Council meetings in the evening as requested.
