Kadler Avenue NE Comprehensive Plan Amendment Public Hearing letterNovember 29, 2024 Dear City of Otsego Planning Commission, Re: Opposition to Comprehensive Plan Amendment for Industrial Development West of Kadler Avenue NE As property owners of industrial land located at the southeast corner of 80th Street NE and Kadler Avenue NE, currently within the West Sewer District, we are writing to express our strong opposition to the proposed amendment allowing industrial development west of Kadler Avenue NE. This matter is scheduled for a public hearing on Monday, December 2, 2024. Our concerns are as follows: 1. Existing Undeveloped Industrial Land: There is already a substantial amount of land within the West Sewer District designated for industrial use that remains undeveloped, including the Lindenfelser Brothers property. Prioritizing development of these areas before expanding the sewer district boundaries aligns with responsible land-use planning. 2. Natural Boundaries and Zoning Map Alignment: The current boundary at 80th Street NE, as indicated on both the Zoning Map and the Future Zoning Map, serves as a logical and effective division between industrial zones and other land uses. All existing industrial and light industrial properties are situated southwest and southeast of 80th Street NE. Maintaining this boundary preserves the integrity of the current zoning framework and protects surrounding areas. 3. Impact on Adjacent Land Uses: The property directly north of the proposed development is designated as “Rural” in the Future Zoning Map. Introducing industrial development adjacent to this area could create significant challenges for future land use, disrupt the rural character, and diminish property values. We urge the Planning Commission to carefully consider the long-term implications of this amendment. Approving this change would undermine the city’s established zoning plans and could set a precedent for further expansions that strain infrastructure and disrupt community balance. For these reasons, we respectfully request that the Planning Commission deny the proposed amendment to the Comprehensive Plan for industrial development west of Kadler Avenue NE.
