Call to Order:
Mayor Stockamp called the meeting to order at 7@00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, City Engineer Ron Wagner, City Attorney Dave
Kendall, City Planner Daniel Licht (*), and City Clerk Audra Etzel.
(*)Attended via video conference.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7*01 PM.
Ann Van Steenhuyse, 15037 84th Street NE, said she appreciates Otsego's small town feel and
being able to get in touch with staff and the City Council.
Mayor Stockamp closed the Open Forum at 7:02 PM.
2. Consider Agenda Approval:
CM Moores motioned to approve the agenda as written, seconded by CM Dahl.
All in favor. Motion carried 5-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. November 12, 2024 Meeting.

3.3 Approve Cancellation of a Regular City Council Meeting —December 23, 3024.
3.4 Approve Hiring for a Recreation Leader Position.
3.5 Accept the Resignation from an Advisory Commissioner.
3.6 Approve the Purchase of Fleet Vehicles.
3.7 Approve Professional Service Agreements for SCADA, Instrumentation, and Control
Improvements.
3.8 Approve Job Descriptions — Utilities Department.

3.9 Approve Position Recruitments — Utilities Department.
3.10 Adopt Resolution 2024-84 Ordering Preparation of Plans and Specifications — 2025

3.11 Adopt Resolution 2024-85 Approving a Development Contract — Costco.
CM Moores motioned to approve the consent agenda as written, seconded by CM Goede. All
in favor. Motion carried 5-0.
4. Administration:
4.1 Franchise Fee Ordinance:
City Administrator/Finance Director Flaherty reviewed the staff report.
Mayor Stoclamp asked if Wright -Hennepin Cooperative Electric can reach out to the affected
residents. Flaherty said staff will reach out to Wright -Hennepin to see if a list can be provided;
and the rebate program will also be advertised on the website and in the newsletter.
CM Moores asked about the rebate form. Flaherty said staff will develop a fillable PDF form on
the website and that paper copies will be available at City Hall.
CM Dunlap asked about the rebate program being open six months. Flaherty said six months is
a starting point and staff is open to other options. The City Council agreed to offer the rebate
program for one-year.
CM Goede motioned to adopt Ordinance 2024-12 Implementing an Electric Service Franchise
Fee on Wright -Hennepin Cooperative Electric Association, and approve the Publication
Summary of Ordinance 202442 and authorize staff to publish in summary form, CM Moores.
All in favor. Motion carried 5-0.
5. City Council Reports and Updates:
A. Heritage Preservation Commission CM Moores said the Commission is going
back to quarterly meetings starting in 2025.
B. Parks and Recreation Commission Liaison CM Moores said the Commission did
not meet this month, and Santa day is December 14tn
C. Planning Commission Liaison Mayor Stockamp said the Commission did not meet
this month.
D. Public Safety Commission Liaison CM Dunlap said the Commission discussed the
recent approval for the Fire Department and the electric bike ordinance.
CM Dahl asked if there are any plans to celebrate the City of Otsego's 35th Anniversary next
year. Mayor Stockamp said CM Dahl is welcome to help coordinate, noting no funds were
budgeted for a celebration.
CM Moores noted the tree lighting is tomorrow at 6:30 pm at Prairie Center.

6. Staff Reports and Updates:
City Administrator/Finance Director Flaherty provided updates regarding: the Parks and
Recreation position, training information has been sent to City Council and Council Elect, and
City Offices will be closed this Thursday and Friday for Thanksgiving.
City Clerk Etzel said Advisory Commission applications will be available starting in December.
City Planner Licht said there is a Planning Commission scheduled for December 2nd to review
applications.
City Engineer Wagner said the Otsego Creek Rehab project should be finished up in December.
7. Adjourn.
CM Goede motioned to adjourn at 7914 PM, seconded by CM Dahl. All in favor. Motion
carried 5-0.
