Minutes of the Otsego Public Safety Commission Meeting

Call to Order
Chairman David Greeman called the meeting to order at 6:31 PM.

Approval of Agenda
Commission Member Gregory Hubbard made a motion to approve the agenda. The motion was
seconded and passed unanimously.
Approval of Minutes
Commission Member Gregory Hubbard made a motion to approve the minutes of the October 8, 2024,
Public Safety Commission meeting. The motion was seconded by John Braun and approved unanimously.
Open Forum
Commission Member Gregory Hubbard reminded members to avoid making statements on social media
related to mutual aid or automatic aid agreements, as no formal agreements currently exist between the
City of Otsego and Albertville.
Council Update
Council Member Dunlap provided the following updates:
1.The passage of the E-Bike ordinance, which allows E-Bikes to operate on the city’s asphalt trails.
There are speed limits.
Chief’s Report
Emergency Services Director Daryl Rausch updated the commission on the Emergency Services project:

1. The City Council has approved bids for the construction of the Emergency Services facility.
2. Work is underway to finalize contracts with the construction management company and other
associated parties.
3. Equipment lists and bid packages are being developed to support the new department’s
operational needs.
Albertville Fire Protection Agreement:
Director Rausch discussed the new fire protection agreement with Albertville, which was passed by the
City Council on November 12. The agreement includes:
1. Incremental changes, though the funding formula remains the same.
2. A one-year term, requiring renegotiation in 2025 for 2026 service.
3. Contract is no longer self-renewing and has a shorter termination clause
Director Rausch provided additional information on a recent meeting between Otsego and Albertville
representatives regarding the development of the Otsego Fire & Emergency Services Department:
1. No formal decisions were made during the meeting.
2. Discussions indicate that Albertville is generally more accepting of the current dispatch
agreement format for potentially providing automatic aid for structure fires.
Director Rausch also outlined future steps for the department, including:
1. Developing operational plans, policies, and procedures.
2. Additional meetings with other contracted and neighboring departments.
3. Planning a potential large-group meeting to continue working on aid agreements.
4. Beginning more prevention activities such as public education and inspections
5. Applying for Fire Department ID (FDID) so reporting activities into the national data base can
begin.
Next Meeting
The next meeting of the Public Safety Commission is scheduled for December 10, 2024.

Commission Member Gregory Hubbard made a motion to adjourn the meeting. The motion was
seconded by Judith Sibert. The meeting was adjourned at 6:52 PM.
