ITEM 3.9 Crack fill0 CITY OF Request for DEPARTMENT INFORMATION City Council Action ORGINATING DEPARTMENT: REQUESTOR: MEETING DATE: Parks and Recreation Ross Demant, Parks and September 22, 2014 No Recreation Manager During the five year capital improvement project planning process $25,000 was identified for annual PRESENTER(s) REVIEWED BY: ITEM #: Consent Agenda Lori Johnson, City Administrator 3.9 AGENDA ITEM DETAILS RECOMMENDATION: Staff recommends the approval of the quote from Asphalt Contractors Incorporated (ACI) for the amount of $24,405.25 to crack fill on trails approximately 11,905 linear feet. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: During the five year capital improvement project planning process $25,000 was identified for annual trail improvements in 2014. In years past, trail maintenance was scheduled to rotate throughout the trail system so trail sections would be crack filled and sealed every five years. During the 2014 trail assessment, staff identified several sections of trail that have significant cracking and should have maintenance preformed sooner than their five year cycle. For this reason, staff is recommending that the entire $25,000 be spent on crack filling the trail system in 2014. This would allow for a majority of the trail system to become current with preventative maintenance. Crack filling the entire trail system on a as needed basis annually would then become part of the annual trial maintenance. During a typical year, trails are quoted for maintenance on the distance of trail that would need to have maintenance preformed. This year, staff is recommending that pounds of material be used for the quoting. This process allows for contractors to be less concerned with the distance they need to travel from one trail section to the next, and allows for greater staff flexibility in identifying which trails to crack fill. Staff is also working with the City of Elk River Parks Department to use the same contractor for both City's trail projects to generate better pricing; the attached quote reflects that pricing. The Public Works Sub -Committee unanimously voted to recommend excepting the quote from ACI for crack filling. SUPPORTING DOCUMENTS: X ATTACHED ❑ NONE A.
