No BACKGROUND/JUSTIFICATION: Over the years we have been progressing towards a better system in which the cast iron casting at the surface is integrated with the concrete manhole. For years it has always been a matter of concrete 2" thick rings with mortar. This method has several issues that cause both infiltrations of storm water and sometimes ground water into the sanitary sewer system along with sand. The loss of sand under the asphalt street then causes street failure around the manhole lid. The other issue is frost expansion lifting the casting free of the concrete manhole compromising all integrity of the rings and mortar. Too eliminate those issues the City instituted a "Hamilton Kent" product which alleviated much of the issues and the casting is made of a rubber material and is bolted to the concrete manhole. All of the rings were also made of the rubber material. The issues with this product are cost, availability, and the lid had to be "locked" to the rubber casting to prevent bounce. The rings only came in 2" widths while the final lift of our streets is normally 1 %". The lid is also quite heavy in comparison to normal lids. Due to the extra cost and issues we the City instituted this method in only clay soils. Ess Brothers, a local firm, has developed a new method that we have allowed and would like to incorporate as a standard throughout the City negating the differences between the sand and clay soils and negating the need for an interior chimney seal. The method uses a standard manhole lid but uses HDPE rings, cast iron casting which is bolted to the concrete manhole. The casting and rings are sealed to one another using butyl. The entire system is wrapped with a water tight skirt. This method is much cheaper and has been used on several new manholes within the City with much success. Kurt, I and Kevin would like to make this the standard immediately for all City manholes regardless of where they are in the City. I have attached several brochures, drawings and specs showing how the system works and if approved we would prepare a City of Otsego standard plate for inclusion in the Otsego Engineering Manuel. Public Works Subcommittee reviewed the changes requested Sept. 16th and agreed with staff's recommendations and requested this item be place on consent agenda for Council approval.
