RECOMMENDATION:
Staff recommends replacing corroded culvert under 77th St to the contractor with the lowest quote
received.

BACKGROUNDMUSTIFICATION:
A culvert near the corner of 77th St and Nashua Ave has corroded to the point that replacement is
necessary. The existing culvert is also too short which creates slopes on either side that are too steep.
The south side which is near a driveway is 1:1 and the north side is approximately a 2:1 slope. The
existing culvert is a 15" corrugated metal pipe. Any centerline culvert in the City has been replaced with
a minimum size of 24" to minimize issues of plugging. Therefore we are recommending both extending
the length of the culvert to help with slope issues and increasing the size to minimize plugging concerns.
In most cases we would also recommend changing from corrugated metal pipe to concrete for longevity
reasons but in this case the street is planned for a reroute within the next 10 to 20 years so corrugated
metal pipe makes better financial sense.
We have prepared a plan for quoting process as the work is on a fairly busy street and requires closure
of the street. Working with a contractor with larger equipment will ensure the work can be completed
in one work day minimizing the inconvenience of the detour for the residents and the traveling public.
Attached are the plan and the estimate of cost. The project is located within the "out district" storm
water area. The "out district" fund has $62,590 according the finance department. We are looking for
approval to obtain some quotes and would like this project completed prior to Thanksgiving but the
earlier we can complete it the better the gravel surface can set up prior to the 1St snowfall.
So far one quote was received and it was above the engineers estimate. The quote received was from
Northdale Construction of Otsego and is in the amount of $14,614.00. Due to the simplicity of the
project and that Public Works staff can complete much of the observation we would anticipate
engineering and overhead not to exceed 10% of construction cost. The project costs would be
anticipated to be approximately $16,000 using Northdale's
