Item 3.2.A. 2025.01.13 City Council MinutesPage 1 of 4 OTSEGO CITY COUNCIL MEETING MONDAY, JANUARY 13, 2025 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Tina Goede, Ryan Dunlap, Michelle Lund, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Emergency Services Director Daryl Rausch, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall (*), and City Clerk Audra Etzel. Attended via video conference (*). Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1.Oath of Office: City Clerk Etzel performed the duty of swearing in Mayor Jessica Stockamp and Councilmembers Michelle Lund and Corey Tanner. 2.Open Forum: Mayor Stockamp opened the Open Forum at 7:07 PM. Tom Darkenwald, 7653 Quaday Avenue NE, thanked outgoing Councilmembers Moores and Dahl and congratulated incoming Councilmembers Lund and Tanner and Mayor Stockamp. Mr. Darkenwald encouraged the City Council to make wise choices for the City. Mayor Stockamp closed the Open Forum at 7:08 PM. 2.Consider Agenda Approval: CM Dunlap motioned to approve the agenda as written, seconded by CM Goede. All in favor. Motion carried 5-0. 4.Consent Agenda. 4.1 Approve Claims List. 4.2 Approve City Council Meeting Minutes. A.December 9, 2024 Meeting. 4.3 Approve City Council Special Compensation for December 2024. 4.4 Adopt Resolution 2025-01 Designating an Official Newspaper. 4.5 Adopt Resolution 2025-02 Designating Depositories and Investment Brokers. 4.6 Accept the Wellhead Protection Plan Annual Report. MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING JANUARY 13, 2025 Page 2 of 4 4.7 Adopt Resolution 2025-03 and 2025-04 Accepting Public Improvements – Magnolia Landing 1st and 2nd. 4.8 Approve Hiring for the Utility Operator Position. 4.9 Approve a Vacant Land Purchase Agreement. 4.10 Adopt Resolution 2025-05 to Sponsor an ISD 728 Safe Routes to School Grant Application. 4.11 Approve Pay Application #29 and Change Order #53 for the West WWTF Improvements Phase 1 Project. 4.12 Approve Pay Application #3 for the Wellhouse 4 Treatment Improvements Project. CM Dunlap motioned to approve the consent agenda as written, seconded by CM Goede. All in favor. Motion carried 5-0. 5. Annual Business: 5.1 Appoint Acting Mayor Mayor Stockamp motioned to appoint Councilmember Tina Goede as Acting Mayor, seconded by CM Lund. All in favor. Motion carried 5-0. 5.2 City Council Appointments for 2025 Mayor Stockamp handed out a list of the appointments for 202 5 as follows: Planning Commission Liaison: CM Dunlap; Alternate Mayor Stockamp. Parks and Recreation Commission Liaison: CM Lund; Alternate CM Tanner. Heritage Preservation Commission Liaison: CM Tanner; Alternate CM Lund. Public Safety Commission Liaison: CM Goede; Alternate Mayor Stockamp. Public Works Subcommittee: CM Lund and CM Dunlap; Alternate CM Goede. Administrative Subcommittee: Mayor Stockamp and CM Tanner; Alternate CM Goede. Otsego Creek Authority: TBD if needed. CM Tanner motioned to approve the Appointments as listed, seconded by CM Lund. All in favor. Motion carried 5-0. 6. City Council Reports and Updates: Mayor Stockamp provided an update regarding subcommittee meeting dates. CM Dunlap asked to have staff draft an ordinance addressing the event should there be a City Council vacancy. Planner Licht said another City recently had an issue with a vacancy, a MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING JANUARY 13, 2025 Page 3 of 4 procedure would be a good addition. City Attorney Kendall will provide language for consideration. 7. Staff Reports and Updates: 7.1 Consider Scheduling a Special City Council Meeting for Advisory Commission Interviews. City Clerk Etzel is looking to schedule a special meeting to conduct Advisory Commission interviews. Mayor Stockamp motioned to schedule a Special City Council meeting for February 13, 2025, at 5:30 PM, seconded by CM Tanner. CM Dunlap asked how many candidates were interviewed in 2024. City Clerk Etzel said 13 candidates were scheduled for interviews. All in favor. Motion carried 5-0. 7.2 Consider Scheduling a Special City Council Meeting for Orientation and Training. City Administrator/Finance Director Flaherty is looking to schedule a special meeting for orientation and training. Mayor Stockamp motioned to schedule a Special City Council meeting for orientation and training for February 26, 2025, at 5:30 PM, seconded by CM Dunlap. All in favor. Motion carried 5-0. 7.3 Consider Scheduling an Economic Development Authority Meeting. City Administrator/Finance Director Flaherty is looking to schedule an Economic Development Authority meeting. Mayor Stockamp motioned to schedule an Economic Development Authority meeting for February 10, 2025, at 6:00 PM, seconded by CM Tanner. All in favor. Motion carried 5-0. City Administrator/Finance Director Flaherty noted City offices will be closed next Monday for the Martin Luther King, Jr. Holiday. City Planner Licht said Wright County and their consulting engineers have set a public open house for CSAH 37 Project on February 18th from 5pm to 7pm at the Albertville City Hall. Licht noted Wright County and Costco plan to start construction this year. CM Tanner asked about the CSAH 37 Project and the timing of Costco. City Planner said the CSAH 37 Project was underway before Costco decided to come to Otsego. Emergency Service Director Rausch said the majority of the contracts for the fire station site have been returned, some work is starting on the fire station site, and staffing plan is close to being presented. MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING JANUARY 13, 2025 Page 4 of 4 Deputy Bilitz, Wright County Sheriff’s Office provided a few updates: staffing for 2025 should remain mostly the same, NorthStar Regional has had an increase in call volume and Wright County Sheriffs are working with their staff, recent weather events, cold weather has led to an increase in domestic calls, and tax season is coming, and residents should watch their mailboxes for mail fraud. 8. Adjourn. CM Goede motioned to adjourn at 7:30 PM, seconded by CM Dunlap. All in favor. Motion carried 5-0.
