BACKGROUND/JUSTIFICATION:
The Sanitary Sewer Utility Capital Improvement Plan includes funding in 2025 and 2026 for the Martin Farms Lift Station
improvements. The site began operation in 2004 to collect and convey wastewater flows from the area to the West
Wastewater Treatment Facility, opening a large service area for development. This lift station equipment currently
includes the City’s three largest submersible pumps at 60 horsepower each with a design capacity of 889,350 gallons per
day. Current flows reach 250,000 gallons per day and the pumps are sized to meet ultimate capacities.
The proposed project will improve reliability for this key piece of City infrastructure. The project scope includes a
prefabricated electrical structure (replacing an existing control panel and internal components), adds an onsite
emergency generator, and provides capacity for an upcoming drinking water well with power supply and controls that
will also be on the same emergency generator. Improvement timing corresponds to the site’s current control panel’s
age, condition, and technology. Motor starter equipment for these pumps will improve to variable frequency drives for
energy efficiency and controlled flow to the West WWTF benefiting treatment operations. A prefab building provides
non-intrusive construction and seamless transfer of operation while mindful of aesthetics and security. Project
scheduling identifies a 2025 design and project bidding with construction completion in 2026.
A Professional Service Scope was presented to the Public Works Subcommittee on January 22, 2025, with
recommendation for approval by the full Council. The City Attorney has reviewed the Agreement along with staff
providing recommendation for approval.
