OTSEGO CITY COUNCIL MEETING
MONDAY, FEBRUARY 10, 2025

Call to Order:
Mayor Stockamp called the meeting to order at 7:01 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Tina Goede, Ryan Dunlap, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, City Engineer Ron
Wagner, City Planner Daniel Licht, City Attorney Dave Kendall (*), and City Clerk Audra Etzel.
Attended via video conference (*).
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1.Open Forum:
Mayor Stockamp opened the Open Forum at 7:02 PM. No one from the public spoke.
Mayor Stockamp closed the Open Forum at 7:02 PM.
2.Consider Agenda Approval:
CM Tanner asked to have item 3.3 removed from the consent agenda for discussion, adding
item 4.1 to the agenda.
CM Dunlap motioned to approve the agenda as amended, seconded by CM Lund. All in favor.
Motion carried 5-0.
3.Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A.January 27, 2025 Meeting.
3.3 Approve City Council Special Compensation for January 2025. Moved to Item 4.1.
3.4 Approve Pay Application #30 for the West WWTF Improvements Phase 1 Project.
3.5 Approve Pay Application #4 for the Wellhouse 4 Treatment Improvements Project.
3.6 Approve Pay Application #3 for the Carrick’s Landing Park Project.
3.7 Approve a Final Plat – Zachman Meadows 2nd Addition.
3.8 Prairie Pointe 4th Addition.
A.Approve a Final Plat.
B.Adopt Resolution 2025-06 Approving a Development Contract.

CM Dunlap motioned to approve the consent agenda as amended, seconded by CM Goede.
All in favor. Motion carried 5-0.
4. City Council Reports and Updates:
4.1 Approve City Council Special Compensation for January 2025.
CM Tanner has a question regarding special pay eligibility if a member is not the liaison or an
alternate. CM Goede agreed, if you are not a liaison or an alternate, that no special
compensation should be received. Flaherty said the ordinance does outline the pay and noted
the City Council does approve all special pay requests; staff would look for direction from
Council if code changes are recommended. CM Tanner said he would like to see continuity
going forward. CM Dunlap feels if a Council Members attends other commission meetings or
meetings, they should be reimbursed for their time. Flaherty said this can be added to the
upcoming City Council orientation to get the Council Members on the same page.
CM Dunlap motioned to approve the City Council Special Compensation for January 2025,
seconded by CM Tanner.
CM Tanner agreed with approving the January special compensation, but he would like to
discuss future requests. CM Goede said it is a new year, and the special compensation pay
should not be paid until the Council has had a discussion and are on the same page. CM Dunlap
would like to discuss deducting pay if a Council Member is unable to attend Council meeting.
City Administrator noted any changes or new standards going forward would not change past
practices. City Attorney Kendall said the City Council could approve the January special
compensation and any changes to the policy or understanding could be adjusted going forward.
All in favor. Motion carried 5-0.
Flaherty will add a discussion regarding Council compensation to the upcoming orientation.
CM Tanner met with the Utilities Department and toured the east biosolids facilities.
Mayor Stockamp said the Public Works did a good job plowing snow and noted she, along with
staff attended the I94 Chamber State of the Cities event.
CM Lund recently attended the LMC training and appreciated the opportunity to attend.
CM Tanner recently spoke with Wright County staff regarding the Open House for County Road
37/137 improvements to be held Tuesday, February 18th in Albertville from 5pm-7pm. City
Planner Licht said postcards were only mailed to residents in the area, and the City had
provided information on the City’s website regarding the open house.

5. Staff Reports and Updates:
City Administrator/Finance Director Flaherty said City offices will be closed next Monday for the
President’s Day Holiday. This coming Friday Flaherty will host a presentation on government
leadership.
City Clerk Etzel provided an Advisory Commission interview update, noting that 13 candidates
will be interviewed.
City Engineer Wanger said the Odean Avenue trunk watermain project will be presented for
authorization to bid at the next Council meeting.

CM Goede motioned to adjourn at 7:25 PM, seconded by CM Tanner. All in favor. Motion
carried 5-0.
