AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending the City Council authorize a public bid process for the Cold Storage Facility. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: During 2021 to 2022, the City developed a comprehensive Facility Space Needs Study that evolved into the City Campus – Phase 1 Project that went through a full architectural design process during 2023. In December 2023, the City Council decided to defer the proposed projects due to the significant cost providing feedback that the scope of the projects was too big and that phasing options needed to be reevaluated. Throughout 2024, City staff held ongoing discussions during the Public Works Subcommittee meetings, where it was determined that the first phase should focus on the Cold Storage Facility. City staff has been working with Wold Architects and Engineers (Wold) to finish the design of the Cold Storage Facility, modifying the original pre-engineered metal framed structure to that of a wood pole framed structure. The revision for the type of construction was pursued to reduce the estimated cost of the facility while maintaining the desired size and functionality. The design of the facility has been completed, and the City has been working with Kraus-Anderson Construction Companies (K/A) to develop a path for bringing this project to a stage where it would be able to be authorized for a public bidding process by the City Council in accordance with their preconstruction services contract approved by the City in October 2024. The Capital Improvement Plan (CIP) includes funding in the amount of $2,179,885 for construction of the Cold Storage Facility and related projects. A budget summary of the project is attached outlining the current cost estimate for construction of the facility and professional services. The related projects include door access systems, security cameras, and additional fencing and gates to better secure the existing public works campus. These projects are outside the scope of the facility construction bidding process and would be quoted separately and presented to the City Council for consideration. Other costs included in the budget summary include building permit fees and builder’s risk insurance, which would be able to be calculated once the facility cost is known. Based on discussions with the consultant team, the net budget in the attached summary should be more than sufficient to complete these items. The anticipated project bidding schedule is: - City Council Considers Authorization to Bid: February 24, 2025 - Bid Advertisement: February 25, 2025 - Bid Opening: March 19, 2025 - City Council Considers Bid Award: March 24, 2025 If the Council proceeds with the public bidding process, and considers moving forward with the Cold Storage Facility, an amendment to the AIA document would be necessary for K/A to provide construction management services for the duration of the project. The Public Works Subcommittee was presented with the project drawings, plans and specifications, and proposed timeline at the February 19, 2025, meeting, and provided direction to proceed with consideration by the City Council.
