In 2024, the city saw impressive advancements in infrastructure, recreational opportunities, election participation, and local events that brought residents closer together. From expanding parks and green spaces to fostering new business ventures, Otsego is becoming an even more dynamic place to live, work, and visit. As we reflect on the past year, it’s clear that Otsego’s progress is driven by its commitment to preserving its small-town charm while embracing the future. Elections Minnesota once again led the United States in voter turnout and Wright County led the way at home during the November elections. Minnesota has ranked No.1 in the percentage of registered voters who cast ballots every year since 2008, and Wright County has consistently led Minnesota as the county with the highest registered voter percentage. In November’s general election, 90,442 votes were cast in Wright County with more than 104,000 registered voters. Otsego has 13,727 registered voters and 90 percent of them voted. A STATEMENT FROM YOUR SHERIFF Sean Deringer, Wright County Sheriff Tax season is ramping up – beware of theft and fraud Unfortunately, theft of mail continues to be an issue for the people of Wright County as well as most jurisdictions in the state and around the country. Many times thieves are searching for checks, credit card information, and other documents that they can later use to commit identity theft and fraud. These types of crimes often increase during tax time as tax rebates and other checks may be in the mail. If you witness people or vehicles near mailboxes that appear to be suspicious, contact law enforcement. Many residents now have cameras on their property which can be helpful after the fact but we also want to remind residents to be mindful of not only their own mail but also their neighbors as well. Members of the advisory commissions attend meetings with a Council representative along with a City staff liaison to review and make recommendations to the City Council on decisions that come before them. The Parks and Recreation Commission considers opportunities for recreation programs and reviews development plans for new City parks and trails. The Planning Commission works to establish the long-term vision for Otsego through the Comprehensive Plan, formulates development regulations, and review proposed projects. The Public Safety Commission works with the Emergency Services Department on the establishment of City fire protection services, along with coordination with the Wright County Sheriff’s Office and local ambulance services that cover Otsego. The Otsego Heritage Preservation Commission plays a significant role in documenting the history of the community as well as the on-going change that is occurring. All the commission members serve the City with little recognition, but their contributions to the community and the decisions the City Council makes are irreplaceable. As we look ahead to all the great things we have planned for 2025, I wanted to take the time to personally thank all the City Council advisory commissioner members who continue to serve our community. The purpose of this notice is to notify property owners of the valuation and classification of their property for property taxes payable in 2026. Here is a brief annual overview of your property’s valuation, classification and what to do if you have questions or concerns: Property Valuation The Assessor’s Office estimates market values based on the assessment date of January 2nd each year. • Estimated Market Value is an estimate of the amount a typical buyer would pay for a property as of the assessment date. This value fluctuates annually based on changing market conditions and changes to individual properties such as new improvements. According to state statute, Minnesota Assessors are to value property at 100% of market value. • How do we estimate this value? −By maintaining accurate and updated property records of every property in Wright County. −Verifying and analyzing the sales of real property that occur during the sales study time period. * By statute, the sales study time period occurs from October 1 through September 30 of the year preceding the assessment date. The 2025 Assessment sale study time period was from October 1, 2023 to September 30, 2024. * Only qualified sales involving a typical buyer and seller are considered in this analysis. Sales that are influenced by atypical factors are excluded. * A ratio study is developed comparing the previous year’s assessed value with the net sale price of the property. * A market condition and trending study is conducted by the Department of Revenue based on the sales used in the ratio study. This statistical analysis is used to trend sale prices forward from the sale study time period to the assessment date. −Adjusting values based on property type, neighborhood, style of property or any other elements of comparison that are identified through the ratio study. This means that not all properties will see the exact same changes in value from year to year. Property Classification The property classification used for tax purposes is determined according to the use of the property as of the assessment date. • The property classification impacts the tax capacity of the property which determines the proportion of property taxes paid in the following year. Taxable Market Value X Classification Rate = Tax Capacity • Classification rates are set by state statute • The property classification for property tax purposes may differ from the zoning of the parcel. Concerns About Your Valuation Notice If you disagree with the value or classification of your property, or you have general questions regarding the information on your valuation notice, please contact the Wright County Assessor’s Office by calling 763.682.7367. By contacting your assessor, you will be able to: • Review your property data with the assessor. The first step is to make sure that the data on record for your property is accurate. This often requires an interior and exterior inspection of your property. • Review any factual data you have regarding the value of your property. This may be in the form of an unbiased appraisal, market analysis, sales data or other property specific evidence. Most questions and concerns are resolved through communication between the property owner and the assessor. Concerns resolved at this level, require no formal appeal and no further action by the property owner if completed prior to the scheduled Local Board of Appeal and Equalization meeting. Formal Appeal Options If you continue to have concerns after communicating with your assessor, there are more formal appeal options available to the property owners in the City of Otsego. 1. Local Board of Appeal and Equalization Meeting – April 22, 2025 at 6 p.m. The City of Otsego holds an annual Local Board of Appeal and Equalization meeting in April each year. If you wish to appear at this meeting, the steps below need to be taken. • Contact the Wright County Assessor’s office at 763.682.7367 to be placed on the agenda. • Schedule time for the assessor to review your property if this has not already been done. Please note - For the local board to make a change to your assessed value, the assessor must be given access to inspect the interior and exterior of your property per MN State Statute 274.01b. • Prepare factual evidence and provide to the assessor ahead of time. • Attend the meeting to present your evidence to the Council and answer any questions they have regarding your property. Property taxes due in 2025 are based on the 2024 assessment and the timeline for local appeal options has expired. 2. County Board of Appeal and Equalization Meeting – June 16, 2025 at 4 p.m. If the Local Board of Appeal and Equalization does not resolve your concerns, you may then appeal to the County Board of Appeal and Equalization. • For districts who hold a Local Board of Appeal and Equalization meeting, attendance is required at the local level prior to appealing at the county level. 3. File a petition to the Minnesota Tax Court • The deadline to file in Tax Court is April 30th of the year in which the taxes are payable. COUNTY ROAD 137 / HIGHWAY 37 RECONSTRUCTION Wright County, in cooperation with the Cities of Albertville and Otsego, is planning to reconstruct County Road 137/Highway 37 from the west and east interchange ramps with Interstate 94 to east of Maciver Avenue. This is an effort to alleviate congestion and improve safety and mobility issues in this area for motorists, pedestrians, and cyclists. The planning and design of this project began prior to upcoming development in the area, and the project team is coordinating with the incoming development to ensure the new roadway can handle the increased traffic. The project will include roundabout intersections at the west and east interchange ramps, at Lymon Avenue, and at Maciver Avenue. The City of Otsego also plans to construct a mini roundabout at the intersection of Maciver Avenue and Marlowe Avenue. The project will also include pedestrian trails, including a trail connection across the existing bridge and a trail extension from County Road 137 to the cul-de-sac on 62nd Street. The project is anticipated to be constructed beginning in the summer of 2025 and be completed by late summer/early fall of 2026. An open house was held at Albertville City Hall on February 18, 2025. NOW ENROLLING! 7otsegomn.gov CHIEF’S CORNER Daryl Rausch Otsego Fire & Emergency Services: A Milestone for Community Safety The City of Otsego, Minnesota, is making a transformative leap in public safety by establishing its own fire and emergency services department. This initiative reflects a forward-thinking commitment to community safety and preparedness as the city grows and evolves. Since its incorporation in 1990, Otsego has relied on neighboring agencies to provide fire and emergency medical services (EMS) through contracted agreements. These partnerships have been vital for the city, which has grown from a rural crossroads to a thriving community of over 23,000 residents, projected to surpass 25,000 by 2027. Over the years, Elk River Fire Department, Elk River EMS, Allina Health, CentraCare, Wright County Sheriff’s Office, and Wright County Emergency Management have delivered essential services to Otsego. These collaborations supported the city as it developed high- density and large-lot single-family neighborhoods, expanded its commercial and industrial base, and established schools, parks, and recreation areas. The Mississippi River, which borders Otsego to the north and west, adds unique challenges with its recreational areas and water rescue needs. Significant transportation corridors, including Interstate 94 and Highway 101, and rural farmland earmarked for future development further shape the city’s emergency service requirements. Building a Department for the Future Recognizing the growing needs of its community, Otsego decided to establish its own fire and emergency services department. Chief Daryl Rausch, a 44-year fire service veteran, was hired as the city’s first Emergency Services Director in July 2023 to lead this effort. The Otsego Fire & Emergency Services department will be fully operational by January 1, 2027. The new department’s headquarters, strategically located at 75th Street NE and Odean Avenue, will serve as a modern hub for fire and emergency response. The new 31,000 square foot facility will house a comprehensive fleet, including a 1500 GPM rescue engine, a 110-foot aerial platform, a Type 4 wildland engine, a 2500-gallon tender, a brush unit, ice and water rescue units, and a utility terrain vehicle (UTV) for specialized operations. These resources, paired with specialized response teams, will enable the department to address a wide range of emergencies. “Our goal is to not only meet today’s demands but to anticipate future challenges,” Chief Rausch explained. “We’re designing a department that will be ready to support Otsego’s continued growth while also enhancing regional response capacity. It’s about future-proofing our community—building a department that will serve residents effectively for decades to come.” Comprehensive Staffing and Training Otsego Fire & Emergency Services will employ a robust staffing model, combining career and paid-on-call (POC) firefighters, a college intern program, and opportunities for high school cadets. Career members will be certified Emergency Medical Technicians (EMTs), while POC members will likely hold Emergency Medical Responder (EMR) certification. Hiring is set to begin in June 2026, allowing time for a rigorous training and orientation program. A Legacy of Preparedness The creation of Otsego Fire & Emergency Services represents a significant investment in the city’s future. By establishing its own department, Otsego will achieve faster response times, improved flexibility, and services tailored to the unique needs of its community. NEW COUNCILMEMBERS Get to Know Your City Council Following the elections in November, reelected Mayor Jessica Stockamp and newly elected City Council members Michelle Lund and Corey Tanner are already hard at work serving the city of Otsego. As their four-year terms begin, we want to help the community get to know each of them in turn. Jessica Stockamp Jessica has served as Otsego’s Mayor since 2008, and she is grateful for the opportunity to continue serving its residents. “I love this community,” Stockamp said. “We have raised our family here, and there are so many wonderful people who have chosen to make Otsego their home.” Stockamp is excited to make Otsego a place where businesses can stay and thrive year after year, knowing that local businesses benefit everyone in the community.
