OTSEGO CITY COUNCIL MEETING
MONDAY, MARCH 10, 2025

Call to Order:
Mayor Stockamp called the meeting to order at 7:01 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Michelle Lund, and Corey Tanner.
City Staff: City Administrator/Finance Director Adam Flaherty, City Engineer Ron Wagner, City
Planner Daniel Licht, City Attorney Dave Kendall (*), and City Clerk Audra Etzel. Absent
Councilmember: Tina Goede.
Attended via video conference (*).
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1.Special Presentation:
Mayor for a Day – Essay Contest Winner – Avery Herrala
The League of Minnesota Cities held its Annual Mayor for a Day Essay Contest . There were 852
participants that submitted essays. Otsego 4th Grader, Avery Herrala, was selected as one of
the four winners. Each winner received a certificate and check for $100 from the League of
Minnesota Cities. Mayor Stockamp presented Avery with the certificate and an Otsego Mayor’s
name plate. Ms. Herrala was invited to attend an upcoming Parks and Recreation meeting to
share her essay.
2.Open Forum:
Mayor Stockamp opened the Open Forum at 7:06 PM. No one from the public spoke.
Mayor Stockamp closed the Open Forum at 7:06 PM.
3.Consider Agenda Approval:
CM Dunlap motioned to approve the agenda as written, seconded by CM Tanner. All in favor.
Motion carried 4-0.
4.Consent Agenda.
4.1 Approve Claims List.
4.2 Approve City Council Meeting Minutes.
A.February 24, 2025 Meeting.
B.February 24, 2025 Special Meeting.
C.February 26, 2025 Special Meeting.
4.3 Approve City Council Special Compensation for February 2025.

CM Dunlap motioned to approve the consent agenda as written, seconded by CM Tanner. All
in favor. Motion carried 4-0.
5. City Council Reports and Updates:
CM Tanner said OHPC has their first meeting of the year tomorrow.
CM Dunlap said the next Planning Commission meeting is scheduled for April 21, 2025 .
6. Staff Reports and Updates:
6.1 Consider Scheduling a Special City Council Meeting on March 24, 2025.
City Administrator/Finance Director Flaherty said staff are requesting a special meeting to
discuss trail easements.
Mayor Stockamp motioned to call for a Special Meeting on Monday, March 24, 2025 at 6pm,
seconded by Tanner. All in favor. Motion carried 4-0.
City Administrator/Finance Director Flaherty asked for any conflicts with the date for the
proposed joint meeting of the City Council and Public Safety Commission. It was noted there
was a conflict that prevented attendance by a Councilmember. Flaherty will propose additional
dates via email and once a date is set, it will be communicated.
Wright County Deputy Blitz provided an update on two recent complaints about road
restrictions and horses on paved trails.
7. Adjourn.
CM Dunlap motioned to adjourn at 7:13 PM, seconded by CM Lund. All in favor. Motion
carried 4-0.
