Item 4.2.A 2025.03.24 City Council MinutesPage 1 of 4 OTSEGO CITY COUNCIL MEETING MONDAY, MARCH 24, 2025 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:01 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Michelle Lund, Ryan Dunlap, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Emergency Services Director Daryl Rausch, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Petra Asani (*), and City Clerk Audra Etzel. Absent Councilmember Tina Goede. Attended via video conference (*). Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1.Open Forum: Mayor Stockamp opened the Open Forum at 7:02 PM. Jeff Dahl, 6319 Mason Avenue NE addressed City Council pay and former Clerk Perrault’s plaque in the entry of the Prairie Center. Eric Lucero, Senator District 30 provided updates on the current legislative session and highlighted SF 1750 which he authored that addresses homeowner’s associations (HOA’s). CM Tanner asked about the long-term care funding mentioned. Senator Lucero said the funds will be cut and the effects are unknown at this time. CM Tanner asked about the department of Education closing. Senator Lucero said the funding will still flow to the State of Minnesota to administer the funds. Mayor Stockamp has concerns and would like more information regarding how the elderly will be impacted by the long-term care cuts, and on the hearing for the HOAs. Senator Lucero said he appreciates Commissioner Holland assisting with the HOA issues. Paul Novotny, House Representative 30B, representing the east side of Otsego, provided updates on the current legislative session. Representative Novotny confirmed that long-term care funding for elderly is expected to be cut. CM Lund asked about the increase in aging population affecting the facilities, and the need to grow with the funds decreasing. Representative Novotny said many facilities are already struggling; and there is additional cost for the facilities to cover Paid Family Medical Leave. CM Tanner said the Paid Family Medical Leave will take away from the elderly programs and asked where the surplus funds went. Representative Novotny said surplus funds were spent largely on one-time programs, he would like to see changes in spending. Item 4.2.A. MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING MARCH 24, 2025 Page 2 of 4 Jeanne Holland, Wright County Commissioner, thanked the Senator and Representative for listening and representing Wright County. Commissioner Holland said all property owners should have received their valuation statements and noted this is the time to contact Wright County Assessor’s Office if they feel their property is not classified and/or valued correctly. Additionally, the Department of Motor Vehicles is backed up with the change in driver’s license requirements to fly that go into effect on May 1st, and the HOA Senate Bill 1750 is being addressed. Mayor Stockamp asked about the hold up to get valuation statements online. Commissioner Holland will check on the website valuation statements being posted. CM Lund noted the real ID driver’s license requirement had been known for four years. Mayor Stockamp closed the Open Forum at 7:39 PM. 2. Consider Agenda Approval: CM Dunlap asked to have item 3.4 removed from the consent agenda for discussion, adding item 4.2 to the agenda. CM Dunlap motioned to approve the agenda as amended, seconded by CM Tanner. All in favor. Motion carried 4-0 amending the agenda. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. March 10, 2025, Meeting. 3.3 Accept Quotes and Authorize Exterior Steel Entry Door Replacement Project. 3.4 Approve Pay Application #3 for the Fire & Emergency Services Facility Project. Moved to Item 4.2. 3.5 Accept Quotes and Authorize Mount Simon Aquifer Monitoring Well Project. 3.6 Meadows of Otsego 2nd Addition. A. Approve a Final Plat. B. Adopt Resolution 2025-13 Approving a Development Contract. CM Dunlap motioned to approve the consent agenda as amended, seconded by CM Tanner. All in favor. Motion carried 4-0. 4. Administration: 4.1 Wright County Project Agreement – County Road 137 and CSAH 37 Improvements. City Administrator/Finance Director Flaherty reviewed the staff report. CM Dunlap asked why the agreement is being presented before the costs have been determined. Flaherty said the City will not be billed until the County Board approves the bid award and that construction contracts are signed. CM Lund asked whether this is the typical process. Flaherty noted approval of agreements in advance has been the standard procedure on previous County projects. MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING MARCH 24, 2025 Page 3 of 4 CM Dunlap has issues regarding safety with the pedestrian bridge and the increase in traffic with the proposed development. City Planner Licht said the proposed development, Costco, has submitted a traffic study and found there is enough capacity. City Engineer Wagner agre ed with the City Planner, and stated a comprehensive traffic study was submitted and evaluated by Wright County as part of the project design. City Planner Licht said the land use plan was guided for the use Costco is planning to develop. CM Dunlap said the 2020 long range traffic plan included 15,000 trips and the Costco development will increase the trips to 17,000, which is over the road capacity planned. City Engineer Wagner explained the peak periods with the traffic patterns. City Planner Licht noted this is why a traffic study is required for this type of development. CM Tanner asked about the roundabout helping control the traffic. City Planner Licht noted the left only turn lane and right-out lane were changed to roundabouts for safety reasons. Mayor Stockamp had concerns with the bridge weight restrictions, but agrees with the project CM Tanner motioned to approve the Funding Participation and Construction Agreement for the County Road 137 and County State Aid Highway (CSAH) 37 Improvements Project between Wright County, the City of Otsego, and the City of Albertville, seconded by CM Lund. All in favor. Motion carried 4-0. 4.2 Approve Pay Application #3 for the Fire & Emergency Services Facility Project. CM Dunlap opposes this action because the City receives services from the existing contract providers at a price point that is cost-effective for the taxpayers. Mayor Stockamp motioned to approve Pay Application #3 in the amount of $9,984.50 for work completed on the Fire & Emergency Service Facility project, seconded by CM Tanner. Voting in favor: Stockamp, Lund, and Tanner. Voting against: Dunlap. Motion carried 3-1. 5. City Council Reports and Updates: A. Heritage Preservation Commission CM Tanner said the Commissioners elected a Chair and Vice-Chair, and that they will be meeting monthly. CM Dunlap noted that former CM Dahl suggested a 35-year anniversary event. Mayor Stockamp said no funds were budgeted and suggested incorporating the 35-year anniversary into the Prairie Festival. B. Parks and Recreation Commission Liaison CM Lund provided updates on Chair appointment; the EAB grant, the Carrick’s Landing project, the ribbon cutting for Friedrich Park, the Egg Hunt event, and other commission meeting updates. C. Planning Commission Liaison CM Dunlap said the Commission did not meet this month. City Planner Licht noted the next meeting will be April 21, 2025. D. Public Safety Commission Liaison Mayor Stockamp said Wright County Sheriff’s provided an update, and their next meeting is April 15th one week later than usual. Mayor Stockamp hosted the Wright County Mayors Association meeting and provided an update on topics of discussion. Staff Reports and Updates: City Administrator/Finance Director Flaherty will forward the SF 1750 to Council, and reminder of Local Board of Appeal meeting scheduled at 6pm on April 22nd. City Planner Licht said the April 21st Planning Commission meeting currently has four applications to review. City Engineer Wagner provided updates for City Projects and development updates. Emergency Services Director Rausch said a joint City Council and Public Safety Commission meeting is scheduled for April 29th, Fire Station groundbreaking is scheduled for May 28th at 3:30pm, and two fleet vehicles will be picked up this week; noting staff will use the vehicles for community events. Mayor Stockamp would like past council members to be invited to the groundbreaking. Deputy Bilitz, Wright County Sheriff’s Office said they have received an increase in calls during spring break concerning property damage. 7. Adjourn.
