City staff is recommending the City Council accept a Work Plan for Park Improvements Planning.

BACKGROUND/JUSTIFICATION:
The 2025 Capital Improvement Plan includes funding of $15,000 for the planning services for the Lily Pond Park
Renovation Project. The proposed plan uses the same process as the one used for School Knoll Park. The
memorandum from HKGi outlines the process and meetings that will be facilitated to make sure all community input
is considered while adhering to the $580,000 construction budget.
The proposal will develop a concept plan for renovating Lily Pond Park, which has surpassed the 20-year life span. An
assessment will determine which features need replacement besides the playground. Key areas under review include:
• Recreational Facilities – Tennis court, basketball court
• Infrastructure – Trails, parking lot, ADA accessibility, lighting
• Amenities – Benches, trash receptacles, signage
• Landscaping – Irrigation System, plantings, trees
This process will evaluate the feasibility of each upgrade and ensure the park remains functional and sustainable for
the next 20-30 years.
The Parks and Recreation Commission was presented with this information at their March 2025 meeting, and the
Administrative Subcommittee reviewed at their April 2025 meeting and recommended consideration of approval by
the City Council.

Dear Nick,
HKGi is pleased to submit the following planning and design services work plan to support the city in
the development of a Concept Plan for Lily Pond Park.
We understand that the budget for facilitating a process to develop a park concept plan is $15,000.
Following an approved concept plan, a budget of $580,000, has been identified for project
implementation/construction. Our proposed process includes three meetings/presentations to the
Otsego Parks and Recreation Commission, including one joint neighborhood/PC meeting.
WORK PLAN
Task 1 – Project Kick off & Draft Concept (Feb – July 2025)
»Kick off Meeting & Site Visit at Lily Pond Park (Feb 2025)
-We will meet with city staff to review the overall goals for the park project, identify issues and
opportunities, and agree on steps forward. HKGi will conduct a site visit to observe issues in
the field.
»Develop Issues and Opportunities Map
-Following the site visit, develop a map/diagram and list of issues and opportunities for park
improvements.
»Develop Draft Concept Plan + Cost Estimate
-Prepare a high-level concept plan of the park that includes location of proposed features,
amenities, and access points. A preliminary cost estimate will be created to align the proposed
features with the budget.
»Park Commission Meeting 1 (April 15, 2025)—presentation by HKGi
-HKGi will prepare a presentation for the Park Commission that describes the site analysis,
describe the type of improvements that are envisioned along with a preliminary cost estimate.
Discuss process for conducting a neighborhood meeting.
»Virtual staff coordination meeting
»Neighborhood Meeting/Park Commission meeting 2 (July 2025)
-In coordination with the July Park Commission meeting, neighbors of the park site will be
invited to learn about the future park and provide input. HKGi will provide materials for the

city to use at the meeting to describe the proposed park concept and process for
implementation, and to solicit feedback on features and amenities. HKGi staff will be present
at the meeting to present the concept and facilitate a discussion.

Task 2 – Prepare Preferred Plan & Presentations (Aug – Nov 2025)
»Revise Concept Plan to Create Preferred Plan (August/September)
-Summarize results of neighborhood meeting and work with staff to develop a preferred
schematic-level plan drawing and updated cost estimate.
»Virtual staff coordination meeting
»Park Commission Meeting 3 (Oct/Nov)—presentation by HKGi
-HKGi will present the neighborhood input summary, preferred plan, cost estimate, and
timeline/process for implementation to the Park Commission for approval.

Following approval of the park concept plan, we will work with City staff to develop implementation
and construction plans in order to meet a proposed Spring 2026 construction timeline. We will work
