Call to Order:
Chair Alan Offerman called the meeting to order at 7:00 p.m.
Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky, Commissioners, Charles Foster, Vern
Heidner, Laurie Jones, and Tracy Kincanon.
Also Present: Mayor Stockamp and Councilmember Ryan Dunlap
Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland
1.Announcements
City Planner Licht noted the written public comments received will be part of the public record.
2.Consider the Following Minutes
2.1 September 16, 2024, Planning Commission Meeting
Commissioner Heidner motioned to approve the September 16, 2024 minutes as written.
Commissioner Kincanon seconded. All in favor. Motion carried 6-0.
3.Public Hearing Items:
3.1 Sahan Vision Group Inc.
City Planner Licht gave the planning report.
Abdulkadir Ali, 17912 Enigma Way, applicant, was present and agreed with the planning report.
Mr. Ali explained the need of his business expansion.
Chair Offerman opened the Public Hearing at 7:12 p.m.
LeRoy Lindenfelser, 9896 85th ST NE, voiced opposition of this project.
Chip Bauer, 9113 Kadler Ave NE, voiced opposition of this project.
Jerry Lindenfelser, 8157 Kadler Ave NE, voiced opposition of this project.
Chair Offerman closed the Public Hearing at 7:18 p.m.
Commissioner Kincanon asked about traffic of the semitrucks and if the street in the area can
handle that use.

City Planner Licht stated the streets are currently able to handle traffic of semitrucks but will
need to be improved to the north in the future as the area develops.
Discussion ensued between the commissioners and consensus is not to amend the
Comprehensive Plan at this time.
Commissioner Heidner motioned to deny the application based on finding that the request is
inconsistent with the goals and policies of Comprehensive Plan. Commissioner Jones
seconded. All in favor. Motion carried 6-0.
3.2 City of Otsego; Amendment of the Zoning Ordinance regarding regulation of
cannabis
City Planner Licht gave the planning report.
Chair Offerman opened the Public Hearing at 7:39 p.m.
No one from the public spoke.
Chair Offerman closed the Public Hearing at 7:39 p.m.
The commission discussed the setbacks to daycares and schools.
Commissioner Jones stated liquor sales are allowed in the B-1 District and cannabis sales should
be as well. Chair Offerman agreed.
Vice Chair Stritesky motioned to approve the draft amendment as presented. Commissioner
Foster seconded. All in favor. Motion carried 6-0.
4. Planning Items
4.1 Discuss M-1 Mixed Use District
City Planner Licht gave the planning report.
Commissioner Jones asked about having dedicated parking for residential use in future plans.
City Planner Licht stated that the ordinance could specify that residential component be
identified in the plans.
The commission discussed the M-1 Mixed Use District on the 2023 Comprehensive Plan map
and agreed with the planning report.
5. Updates
5.1 Updates on City Council actions
Mayor Stockamp updated the Planning Commission on recent City Council actions.

City Planner Licht updated the Planning Commission on upcoming planning items.

Vice Chair Stritesky motioned to adjourn. Seconded by Commissioner Kincanon. All in favor.
Motion carried 6-0.
