02-14-11 IMITEM 3_2 INFORMATIONAL MEETING MONDAY, FEBRUARY 14, 2011 OTSEGO CITY HALL 6:00 PM 1. Mayor Stockamp will call the workshop to order. Mayor Stockamp called the meeting to order at 6 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Dan Scharber, Tom Darkenwald and Doug Schroeder. Staff: Mike Robertson, City Administrator; Tami Loff, City Clerk; Gary Groen, Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; and Andy MacArthur, City Attorney. 2. Presentation of Feasibility Report on 70th Street. City Engineer Wagner presented the Feasibility Report. The City applied for Federal funding but is not likely to get it this year. 3. Council Discussion. Mayor Stockamp opened to the public. 4. Public Comment. Marvin Valerius, 13701 70th St, are you upgrading Cty Rd 37? City Engineer Wagner said no it will be a city road and people will have to turn off CSAH 37 to use it. Mr. Valerius said what about Otsego Creek, will the DNR be involved? City Engineer Wagner said yes. Mr. Valerius said he planted evergreens years back, what happens with the trees? City Engineer Wagner said the thought was to move the road slightly and try not to impact the front yards as much as possible. CM Heidner said City's intent is to make the road safer. CM Heidner said the road is State mandated at 55 MPH. City Engineer Wagner said State Statue says if you don't have ten homes per quarter mile has to be at 55 MPH. Merlin Valerius, 13986 70th St, asked if there will be an off ramp from southbound Hwy 101 to CSAH 37. City Administrator Robertson said no, Hwy 101 is under the control of the state and what is there now is the final design. Wayne Becker, 13442 70th St, what can be done to stop this project? Mayor Stockamp said that is why we are having this meeting to hear from the residents their thoughts and no decisions have been made yet. CM Heidner said the city has to go thru the process of the Feasibility study. City Attorney MacArthur said this is an informal meeting. The next step would be to have a formal Improvement Hearing in which the council would take in to account what is said. City Council agreed they would like to hear the thoughts tonight. INFO MEETING FEBRUARY 14, 2011. PAGE 2 Mr. Becker said he built his house a few years ago and was told by the city that they don't have the money for the road. He feels he was mislead. He said he would have put his house in a different spot. He also said when the house was built he excavated the yard and feels the road would affect that. City Engineer Wagner said it would be looked at if the project would go further. Jerome Bauer, 6685 O'Dean Ave, why is it not going to follow the line of the existing road? City Engineer Wagner because there is a farmstead there. Mr. Bauer said he has concern with the corner on Cty Rd 37. City Engineer Wagner said this is a interim condition until the county says they need the road which is not estimated until 20 yrs or so. Mr. Valerius said have lived there all their lives would like to keep it that way as long as possible. John Kolles, 7709 McAllister Ave, how close to my buildings will this road be? City Engineer Wagner said it will miss the large building by 200 feet. Mr. Kolles said he is against the road, he said he farms both sides of road and will have to stop to get to the other side to his land. Will there be a stop at McAllister? City Engineer Wagner said he believes McAllister Avenue will have a stop at 70th Street but not 70th Street at McAllister. He also said there will be a 12 foot shoulder with a fog line. Mr. Kolles asked if that can be called a bike trail so that speed could be reduced to 40 MPH. City Engineer Wagner said that a speed study would be needed and the state does them, he estimates the cost would be around $5,000. Ed Vetsch said he is here representing proper at at 7354 McAllister; the farm is on the south side and what about the existing 67t Street if that goes thru. City Engineer Wagner said he would have to talk to the property owners; part of 67th may be vacated. The remainder could be removed completely and would be returned back to the property owner. Mr. Kolles, regarding vacating 67th Street next to his property or will leave as is? City Engineer Wagner said if it was vacated it could be returned back to farm land. Mr. Becker asked when the next meeting will be. Staff said it is on the regular City Council agenda for tonight and will be discussed. Mr. Becker said it would make more sense to upgrade 83rd street. City Engineer Wagner said 83�d St will be closed when 85th Street is constructed between Nashua and Mason. Denise MacAlpine, PO Box 4, St. Michael, have property at 83`d street. With the Federal money was 85th Street project considered? City Engineer Wagner said it was looked at. Ms. MacAlpine asked when you are projecting 85th Street? City Planner Licht said the city does not have a schedule and that construction of the school would be a major factor. Ms. MacAlpine asked if 85tr' is still projected a Parkway? CM Darkenwald said looking at safety issue and also regarding Mr. Valerius comments regarding Cty Rd 37 off ramp at Highway 101; MNDOT has access guidelines, they felt an off ramp at Cty Rd 37 would be too close to Cty Rd 42 off ramps. 6.
