SPECIAL OTSEGO CITY COUNCIL MEETING
TUESDAY, APRIL 22, 2025

Call to Order:
Mayor Stockamp called the meeting to order at 6:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, City Planner
Daniel Licht, and City Clerk Audra Etzel.
1. Local Board of Appeal and Equalization.
Comments by the Wright County Assessor’s Office.
Mitch Douglas, Principal Appraiser; Jaimee Jensen, Appraiser; and Adam Bloomquist, Appraiser.
Principal Appraiser Douglas presented the 2025 Assessment Overview that was included in the
packet.
Appraiser Jensen presented the 2025 City of Otsego Assessment Summary that was included in
the packet.
CM Dunlap asked if new homes are considered in qualified sales for the calculation. Appraiser
Jensen said typically no, it depends on when the house was built and sold.
Appraiser Jensen had one value reduction recommendation based on inspection of the
respective property and has had discussion with the property representative, who has agreed
to the reduction, and is looking for a motion to approve:
William Sausser; 118-500-334300; value of $843,400 reduced to $666,800.
CM Dunlap motioned to reduce the value based on inspection and recommendation from the
County Assessor’s Office as noted, seconded by CM Tanner. All in favor. Motion carried 5-0.
Principal Appraiser Douglas has a list of no change to the valuations as discussed, and is looking
for a motion to approve:
EQT Exeter; 118-277-001010; recommends no change to the valuation and,
EQT Exeter; 118-302-001010; recommends no change to the valuation.
CM Dunlap motioned for no change to the valuations based on the recommendation from the
County Assessor’s Office as noted, seconded by CM Goede. All in favor. Motion carried 5-0.

the valuation.
CM Dunlap motioned for no change to the valuation based on the recommendation from the
County Assessor’s Office as noted, seconded by CM Goede. All in favor. Motion carried 5-0.
Otsego Farms LLP/Sahan Vision Group; 118-800-224400; recommends no change to the
valuation.
CM Dunlap motioned for no change to the valuation based on the recommendation from the
County Assessor’s Office as noted, seconded by CM Goede. All in favor. Motion carried 5-0.
Opened to property owners in attendance:
No one from the public was in attendance.
CM Dunlap asked how many calls were received from Otsego property owners. Appraiser
Jensen said 44 calls were received.
2. Adjourn.
CM Tanner motioned to close the Local Board of Appeal and Equalization and adjourn the
meeting at 6:22 PM, seconded by CM Goede. All in favor. Motion carried 5-0.
