Item 3.2.A.2025.04.28 City Council MinutesPage 1 of 3 OTSEGO CITY COUNCIL MEETING MONDAY, APRIL 28, 2025 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Michelle Lund, Ryan Dunlap, Tina Goede, and Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Emergency Services Director Daryl Rausch, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall (*), and City Clerk Audra Etzel. Attended via video conference (*). Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1.Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke. Mayor Stockamp closed the Open Forum at 7:01 PM. 2.Consider Agenda Approval: CM Dunlap asked to have item 3.3 removed from the consent agenda for discussion, adding item 5.1 to the agenda. CM Dunlap motioned to approve the agenda as amended, seconded by CM Lund. All in favor. Motion carried 5-0. 3.Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A.April 14, 2025, Meeting. B.April 22, 2025, Special Meeting. 3.3 Approve Pay Application #4 for the Fire & Emergency Services Facility Project. Moved to Item 5.1. 3.4 Approve Pay Application #2 (Final) for the Well #11 Wellhouse Improvements Project. 3.5 Accept Quotes and Authorize Crack Filling Project. 3.6 Approve the Purchase of a Fleet Vehicle – Excavator. 3.7 Accept Quotes and Authorize VHF Radio Repeater System Project. 3.8 Approve Hiring for the Utility Seasonal Position. Item 3.2.A. CM Dunlap motioned to approve the consent agenda as amended, seconded by CM Goede. All in favor. Motion carried 5-0. 4. Planning: 4.1 Amber Meadows. A. Presentation by City Planner. B. Consider Adopting Ordinance 2025-01 Amending the Zoning Map. C. Consider Approval of a Preliminary Plat & Conditional Use Permit. City Planner Licht reviewed the staff report. Summergate Development representative Bryan Tucker agreed with the staff report and was present to answer questions. CM Tanner asked if Summergate had prior developments in Otsego. Mr. Tucker has not had any recent developments in Otsego. CM Dunlap said he thought the street was only being paved on one side, noting this was not correct, and the full street will be paved. CM Dunlap asked about some of the lots not meeting the minimum requirement. City Planner Licht said the City has looked at the overall average and the median meets the requirements as outlined in the Comprehensive Plan; the smaller lots are allowed through a Conditional Use Permit. CM Tanner motioned to adopt Ordinance 2025-01 amending the Zoning Map and approve a preliminary plat and Conditional Use Permit for Amber Meadows subject to the conditions stated on the Findings of Fact and Decision as presented, seconded by CM Goede. All in favor. Motion carried 5-0. 5. City Council Reports and Updates: 5.1 Approve Pay Application #4 for the Fire & Emergency Services Facility Project. CM Dunlap opposes this action because the City receives services from the existing contract providers at a price point that is cost-effective for the taxpayers. CM Tanner motioned to approve Pay Application #4 in the amount of $154,007.21 for work completed on the Fire & Emergency Service Facility project, seconded by CM Goede. Voting in favor: Stockamp, Goede, Lund, and Tanner. Voting against: Dunlap. Motion carried 4-1. MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING APRIL 28, 2025 Page 3 of 3 A. Heritage Preservation Commission CM Tanner said the Commission discussed the Old City Hall and noted the Commission will not meet in May. B. Parks and Recreation Commission Liaison CM Lund provided updates regarding paddle ports, Norin Landing, Lily Pond Park, and Highlands of Riverpointe. C. Planning Commission Liaison CM Dunlap said the Commission approved three applications, tabled the M1 mixed use zoning, and the next meeting is scheduled for May 19th. D. Public Safety Commission Liaison CM Goede said Allina provided an update, body camera updates from the Sheriff’s office, and reminded about the meeting tomorrow. 6. Staff Reports and Updates: City Administrator/Finance Director Flaherty said the audit started this week with a presentation in June, noted he will be attending the MCMA Conference this week, and noted the Council was invited to a ribbon cutting on May 13th. Emergency Services Director Rausch said there is a joint City Council and Public Safety Commission meeting scheduled for April 29th, the Touch-a-Truck Event is on May 13th, the emergency services groundbreaking on May 28th, and upcoming meeting with architects to review the site and building plans. Sergeant Jason Oltmanns, Wright County Sheriff’s Office provided updates regarding body cameras, an accident at the CSAH 39 and CSAH 42 roundabout, and noted a slight increase in call volume. 7.
