The site, located at the northwest corner of 60th Street and Maciver Avenue near Interstate 94, marks Costco’s newest Minnesota location. The Otsego City Council approved zoning and subdivision plans in 2024, clearing the way for construction of a 163,474-square-foot retail warehouse and an accompanying fuel facility. Site work has already begun, with full construction expected to commence in summer 2025. A grand opening is projected for fall 2026. In addition to the flagship Costco store and gas station, the development also includes two additional commercial lots. These may be sold to support future retail or service businesses, further fueling Otsego’s growing economy and expanding local shopping options. HEY OTSEGO! I’d love to give you some suggestions that you and your family can check out locally as we jump into Summer. First off, we have the opening of our 15th neighborhood park named Friedrich Park after the family farm that once occupied the land that was recently developed within the Ashwood neighborhood, located on the northwest corner of Odean Avenue and 75th Street. This park offers playground amenities you would normally find in our neighborhood parks along with a bocce ball court, multi-goal (first use of this equipment feature in our parks), along with mature trees. It is definitely a great addition to the neighborhood and the community. Next up, at Carrick’s Landing located east of TH 101 at Quantrelle Avenue, we have completion of the pavilion overlooking the beautiful Mississippi River and a new dock system for residents to use for fishing and accessing the river with kayaks and canoes. These upgrades were made possible with a DNR grant that the City received to help bring this to fruition. For those without their own kayaks, the City will offer a convenient paddle-port rental system. Single and tandem kayaks can be reserved online, picked up at Norin Landing (at the north end of Kadler Avenue), and paddled eight miles downriver to Carrick’s Landing Park, where they are returned. The Mississippi River is a beautiful natural amenity for our community and we hope residents and visitors are able to get out and explore it more with these opportunities. The Otsego Farmers Market is returning again for another season at Coborn’s Grocery Store located at Parrish Avenue (CSAH 42) and 90th Street (CSAH 39). The Farmers Market is held every Tuesday from 3:00 p.m. to 6:00 p.m. from June 17 to August 26. I would like to once again thank all the local vendors and farmers who participate in the Otsego Farmers Market as well as extend the City’s appreciation to Coborn’s for your continued partnership. Residents need to be aware that storage sheds are subject to Zoning Ordinance and Building Code requirements. These requirements include: • Number of accessory buildings are limited per lot size. • There are limits on the area and height of detached accessory buildings based on zoning district; residents are encouraged to contact City Hall for this information. • If allowed, buildings larger than 200 square feet require a building permit. • Allowable building locations vary. Please check with the City for specifics. Retailers also sell metal framed structures with fabric coverings advertised for storage or use as a car port. If larger than 200 square feet, a building permit is also required for these structures. However, these structures are not engineered to comply with wind and snow load requirements of the Building Code. As such these structures are prohibited from being located on properties within the City and subject to an order for removal from the Building Official. COLD STORAGE FACILITY The Otsego City Council approved the construction of a Cold Storage Facility at the Monday, April 14, 2025 meeting. It will be located behind the salt shed at the city campus. The building will be 100’ x 80’ and will also have a lean- to on one side with overhead doors on the north and south for access. Construction is tentatively scheduled to commence in early summer and expected to be completed in a 3-4 month timeframe. These include: • Odd/Even Watering Schedule −Properties with odd-numbered addresses may water on odd-numbered calendar days −Properties with even-numbered addresses may water on even-numbered calendar days • Midday Watering Ban −No irrigation is allowed between 11 a.m. and 5 p.m., regardless of address These rules apply to all city water customers, including homes, businesses, and automatic irrigation systems, which should be programmed accordingly. The map to the right shows the developments in quintile review for this year. Under Minnesota Statute 273.08, the appraiser is required to physically review each property at least once every five years (this is known as a quintile). M.S. 273.20 “Any officer authorized by law to assess property for taxation may, when necessary to the proper performance of duties, enter any dwelling-house, building, or structure, and view the same and the property therein. Any officer authorized by law to assess property for ad valorem tax purposes shall have reasonable access to land and structures as necessary for the proper performance of their duties. A property owner may refuse to allow an assessor to inspect their property. This refusal by the property owner must be either verbal or expressly stated in a letter to the county assessor. If the assessor is denied access to view a property, the assessor is authorized to estimate the property’s estimated market value by making assumptions believed appropriate concerning the property’s finish and condition.” Gather information The appraiser gathers information on all characteristics of the property that affect market value, including but not limited to size, location, age, condition, quality of construction, and other features. Analyze sales and determine value Each year the assessor analyzes actual sales of properties in each community. Sales in a 12-month time period (October 1 to September 30 of the previous year) are reviewed and verified. These sales are used as a guide to help determine what similar properties would likely sell for if they were placed on the open market. Department of Revenue guidelines require that the overall level of assessment be between 90-105 percent of sale price. A typical residential site review takes approximately 10-15 minutes and includes updating exterior photos and verifying data on file through exterior measurements and speaking with the property owner. summer, the City will start a street maintenance project involving milling and overlaying asphalt. The process includes removing the top 1.25” to 1.5” of the existing asphalt through milling, followed by the application of 1.5” of new asphalt. The construction will proceed quickly, with milling taking less than a day in each area, and the paving crew will complete the new surface within a week. While the street will remain passable during this time, it will have a rough surface until the paving is finished. Access to driveways will always be maintained, with only brief interruptions when work is being done directly in front. Expected start date: No earlier than July 15. Once the dates for construction are finalized, property owners in the affected areas will be notified. Visit the City website to view the map of where the street projects will take place. CLEAN UP SUMMARY The City hosted its annual Spring Clean-Up Day on May 3 and it was a great success! We thank you for your understanding. 7www.otsegomn.gov TWO NEW PEDESTRIAN TRAILS COMING TO OTSEGO The City of Otsego plans to build two new shared-use trails to provide safer routes for pedestrians and cyclists along traffic- heavy streets. Slated for construction in late summer or early fall of 2025, these trails will help make our community safer, provide easier access to important locations, and expand Otsego’s trail network. The trails will be built along Parrish Avenue (CSAH 42) and 80th Street, with funding coming from MNDOT’s Active Transportation and Safe Routes to School programs, respectively. “We were awarded on both projects about 50% of the construction costs that we had estimated,” said Ron Wagner, Otsego City Engineer. The CSAH 42 Trail Project will close the existing trail gap between 96th Street and 91st Street along Parrish Avenue (CSAH 42), a busy county highway. This new walking and cycling path will improve access between nearby residential areas, local businesses, and Otsego County Park. The project will construct a 10-foot-wide asphalt, shared-use trail along the east side of Parrish Avenue to link two existing trails. ADA-compliant ramps and crosswalk signage will also be installed to keep drivers and pedestrians safe. The second new trail will run along the north side of 80th Street, a traffic-heavy road with no shoulders. This particular stretch of road is a common route for students walking or biking to and from Prairie View Elementary and Middle Schools. “It’s a narrower street, so if you walk on it, you are in direct conflict with cars,” explained Wagner. “So, this gives them their own space, and they’re much safer.” This new, 10-foot-wide asphalt trail will be buffered from vehicle traffic by a 7-foot separation. It will begin near the existing trail endpoint at Langley Avenue and extend east to Maciver Avenue, where it will connect to other shared-use trails. The project will stretch from the west and east interchange ramps on I-94 to just east of Maciver Avenue. Aimed at improving traffic flow, safety, and multimodal access, the upgrades include: • Roundabout intersections at the west and east I-94 ramps, Lymon Avenue, and Maciver Avenue • A mini roundabout at Maciver Avenue and Marlowe Avenue • New pedestrian trails, including a trail across the existing bridge and an extension from County Road 137 to 62nd Street The planning and design phase for the roadway began well before the Costco project, with the goal of proactively addressing future traffic demands based on existing and future land uses planned in the area by Otsego, Albertville, and St. Michael, in accordance with the Wright County Long Range Transportation Plan. Construction on the road improvements is expected to begin in summer 2025 and be completed by late summer or early fall of 2026—timed to align with the opening of Costco. As construction gears up and infrastructure improvements roll out, Otsego is preparing to become a vibrant new hub for commerce in Wright County.
