Item 2.1 4-21-2025 Draft Planning MinutesOTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER April 21, 2025 7:00 PM Call to Order: Chair Alan Offerman called the meeting to order at 7:00 p.m. Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky, Commissioners, Charles Foster, Vern Heidner, Laurie Jones, Tracy Kincanon, and Jill Metzger. Also Present: Councilmember Ryan Dunlap, Mayor Stockamp, Councilmember Lund, Councilmember Goede*, and Councilmember Tanner* Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland (*) Attended via zoom 1.Announcements: City Planner Licht welcomed Commissioner Metzger and new liaison Councilmember Dunlap. 2.Annual Business: Election of 2025 Planning Commission Chair and Vice Chair: Commissioner Stritesky nominated Commissioner Offerman as Chair. Seconded by Commissioner Kincanon. All in favor. Motion carried 7-0. Commissioner Offerman nominated Commissioner Stritesky as Vice Chair. Commissioner Kincanon seconded. All in favor. Motion carried 7-0. 3.Consider the Following Minutes 3.1 December 2, 2024 Planning Commission Meeting Commissioner Heidner motioned to approve the December 2, 2024 minutes as written. Commissioner Jones seconded. All in favor. Motion carried 7-0. 4.Public Hearing Items: 4.1 Amber Meadows; PUD, Preliminary Plat City Planner Licht gave the planning report. Bryan Tucker, Summergate Development, 17305 Cedar Avenue, Lakeville, was present as applicant and agreed with the planning report. Chair Offerman opened the Public Hearing at 7:13 p.m. Item 2.1 MINUTES OF OTSEGO PLANNING COMMISSION April 21, 2025 Page 2 of 4 Josphat Lagat, 12446 73rd Street, expressed concern about the wetland area east of 73rd Street and if that is impacted by extension of the street. . City Planner Licht noted the wetland delineation that was approved shows no impact to that area. Griffin Lewis, 12447 72nd Street, expressed concern with traffic flow on Martin Farms Avenue. Mr. Lewis asked if he would be notified of the changes to his driveway. City Planner Licht stated the property owners of the temporary cul-de-sacs in Martin Farms that are to be removed will be contacted by the City Engineer and Developer to work together and be directly involved in changes to their property. Jared Beaudry, 12900 77th Street, questioned if the pond nearby would be rezoned as he currently hunts on that property. City Planner Licht stated that hunting on city property is not allowed, but that the private property would likely continue to be eligible to hunt on. Chair Offerman closed the Public Hearing at 7:19 p.m. Vice Chair Stritesky asked about the existing homes within the plat. City Planner Licht stated the homes will stay and be platted out as an exception. Commissioner Stritesky motioned to approve a Zoning Map amendment rezoning the subject site to R-5 District; a Planned Unit Development-Conditional Use Permit; and preliminary plat of Amber Meadows subject to the following 14 conditions listed on the planning report dated April 17, 2025. Commissioner Metzger seconded. All in favor. Motion carried 7-0. 4.2 Zachman Meadows; Environmental Assessment City Planner Licht gave the planning report. Eric Luth, Landform Professional Services LLC., applicant, was present online via zoom and agreed with the planning report. Chair Offerman opened the Public Hearing at 7:36 p.m. No one from the public spoke. Chair Offerman closed the Public Hearing at 7:36 p.m. MINUTES OF OTSEGO PLANNING COMMISSION April 21, 2025 Page 3 of 4 Commissioner Heidner motioned to recommend the City Council adopt findings that the Zachman Meadows development does not have potential significant environmental effects in accordance with recommendations of the Environmental Assessment Worksheet. Seconded by Commissioner Foster. All in favor. Motion carried 7-0. 4.3 Linco Steel Addition; Zoning Map Amendment City Planner Licht gave the planning report. Tony Praught, 12786 60th Street, applicant, was present and agreed with the planning report. Chair Offerman opened the Public Hearing at 7:47 p.m. No one from the public spoke. Chair Offerman closed the Public Hearing at 7:47 p.m. Commissioner Metzger asked if traffic patterns are anticipated to change with this addition. Mr. Praught stated he expects very little change in traffic patterns. Vice Chair Stritesky motioned to recommend approval of a Zoning Map amendment; preliminary and final plat of the Linco 2nd Addition; and site and building plans for a 7,800 square foot office building subject to the 13 conditions listed on the planning report dated April 18, 2025. Seconded by Commissioner Jones. All in favor. Motion carried 7-0. 4.4 Zoning Ordinance Amendment; M1; Mixed-Use District City Planner Licht gave the planning report. Chair Offerman opened the Public Hearing at 7:58 p.m. No one from the public spoke. Chair Offerman closed the Public Hearing at 7:58 p.m. The commission discussed building heights within the City and parking in the mixed-use district. The Commission came to a consensus of 75 feet for the maximum height of a building in the mixed-use district. Commissioner Stritesky motioned to table this item to be revised for a later meeting. Commissioner Kincannon seconded. All in favor. Motion carried 7-0. 5. Updates 5.1 Updates on City Council actions MINUTES OF OTSEGO PLANNING COMMISSION April 21, 2025 Page 4 of 4 Councilmember Dunlap updated the Planning Commission on recent City Council actions. 5.2 Updates on future Planning Commission Items City Planner Licht updated the Planning Commission on upcoming planning items. 6.
