City Staff is recommending that the City Council approve change orders for the West WWTF project.

BACKGROUND/JUSTIFICATION:
A package of Change Order Proposals for the West WWTF project were reviewed with the Public Works
Subcommittee at their meeting on May 21, 2025. The following table is a summary of the change orders that were
recommended for consideration of approval by the City Council.
The change orders represent various justifications ranging from necessary modifications to complete the project to
noise abatement to mitigate sound levels with the proximity to neighboring homes and the adjacent park.
The proposed net increase in project cost of $86,080 represents 0.254% of the bid cost and would bring the total
change order plus authorized direct purchase items amount to a net increase to 5.03% for the project.

It was requested to furnish and install a pneumatic actuator to valve MTB-UVV-BFV1 in the
basement of the MTB Building. The total cost to add this actuator is $7,784.00. Attached is a
breakout of the costs. Please let me know if you have any questions.
Please note that a spare actuator was used from Memcor’s equipment package, and the price
above does not include a replacement actuator.

As discussed on the call this morning, the parts to make valve MTB-UVV-BFV1 modulating
have been ordered. I just received an email stating they will be out next Thursday (3/20) to
install them on the actuator and get this going.
What we need from AE2S is direction on how this valve will be controlled and where Killmer will
need to run power/control wiring from. Is that something you can get to us this week so that
Killmer can have that in place for next Thursday?

Attached is a quote to provide all the accessories needed to install the spare actuator on valve
MTB-UVV-BFV1 and make it a modulating valve.
Shall we proceed with this?
Note there will be some other costs associated with this as well:
- Cost for a new bare actuator to replace the spare we are using
- Cost to run air piping over to this valve
- Cost to run power/control wiring to this valve
Need to know where Killmer should pull this from.

Rice Lake has put together pricing to furnish and install a 10’ tall cedar fence around the blower
intakes and HVAC openings on the West side of the Blower Building along with also building a
fence around two sides of the FSB Odor Control Unit. The pricing breakdown is as follows:
- Fence at BB with Sound Block Fabric
o $42,330.00
- Fence at BB without Sound Block Fabric
o $30,269.00
- Fence at FSB Odor Control Unit with Sound Block Fabric
o $26,216.00
- Fence at FSB Odor Control Unit without Sound Block Fabric
o $21,428.00
Please note that the fence at the Blower Building will be bolted directly to the 6” thick sidewalk,
which may be susceptible to movement due to freeze/thaw cycles. Rice Lake cannot warranty
the fence for any damage caused by movement in the sidewalk. The fence at the FSB Odor
Control unit will be on 4’ deep, 12” diameter sono tubes. Please let me know if you have any

The grade of the pavement near electrical manhole HH-2 was raised after the manhole had
already been installed. Therefore, an extension needs to be added to the manhole. The total
cost to furnish and install this extension is $2,636.00. Attached is a breakout of the costs.
