City Staff is recommending the City Council accept bids and award a construction contract for Well 12.

BACKGROUND/JUSTIFICATION:
Bids for the Well No. 12 project were received electronically at 2:00 p.m. on Tuesday, May 20, 2025. A total of one (1)
bid was received. The bid, submitted by Traut Companies provided a combined lump sum base bid of $539,619.90 and
was deemed responsive and responsible, and was within the engineer’s estimate of cost.
The scope of this project includes the construction of one (1) new Tunnel-City Wonewoc Aquifer well (Well No. 12) at
the site of the future Wellhouse No. 3 Water Treatment Plant (WTP). The raw water piping will be stubbed out with a
flushing hydrant, which will later be connected to the WTP for treatment. Well drilling and test pumping are anticipated
to be completed by October 15, 2026. Following completion of the test pumping, a separate quote package will be
solicited for the installation of pump(s) and motor(s), based on the results.
Traut Companies, based in St. Joseph, MN, has an extensive history of well construction throughout Minnesota. They
have previously worked with the City of Otsego on multiple well projects, including Well No. 10 and Well No. 11, and
have also been awarded contracts for the South-Central Test Wells – Phase 1A and the Mount Simon Aquifer Monitoring
Well projects.
Staff and Engineering provide recommendation to accept Traut Companies’ quote for completing this work.

Bids were received at 2:00 p.m. on Tuesday, May 20, 2025 electronically for the above referenced
project. A total of one (1) bid was received, all of which were opened via the virtual bidding
platform and read aloud. Pursuant to our review of the bid received, it appears that it was
completed in accordance with the bidding requirements. A bid tabulation is enclosed with this
letter for your review.

ACCEPTING BIDS AND AWARDING CONTRACT
FOR WELL 12
WHEREAS, pursuant to an advertisement for bids for the construction of Well No. 12 Project, bids were
received, opened on May 20, 2025, and tabulated according to law, and the following bids were received
complying with the advertisement; and

WHEREAS, it appears that Traut Companies of St. Joseph, Minnesota is the lowest responsible, responsive
bidder.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with Traut
Companies of St. Joseph, Minnesota in the name of the City of Otsego for the Well No. 12 Project
according to the plans and specifications therefore approved by the City Council and on file in the
office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bond made
with their bids, except that the bid bond of the successful bidder and the next lowest bidder shall be
retained until a contract has been signed.
