been tested to any major degree as it relates to possibilities in
the City of Otsego, I believe our firm's track record in such
client communities as Branch, Buffalo, Delano, New Hope, Lakeville,
Wayzata, etc. speaks for itself.
We would also point out to you, as well as other members of the
EDAAC, that our position on development requests is based upon the
policies (Comprehensive Plan) and regulation requirements (Zoning
and Subdivision Ordinances) which are established by the City
Council and EDA. We operate solely within these bounds.
Experience will, however, demonstrate that there are conflicts
which arise on development proposals. This is in part due to the
fact that private development and community objectives are not the
same. Private business has an understandable self-interest and is
of course profit driven. The community's interest of public
health, safety and general welfare may not necessarily coincide
with the private developer's motive. Moreover, the City's concern
with high quality development, as well as tax base generation, may
run counter to the profit objectives of private development
interest. As a consequence of these facts, it is not surprising
that resolution of issues is not always as smooth as all would
like.

connection with the above referenced matter. This bill is higher than what I would typically
charge for a bond issue of this size. However, with all the last minute problems regarding
the bank's requirement for a mortgage we spent a substantial amount of additional time on
the bond issue.
