Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, City Engineer Ron
Wagner, City Planner Daniel Licht, City Attorney Dave Kendall (*), and City Clerk Audra Etzel.
Attended via video conference (*).
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM.
Gabe Davis, 6689 Packard Avenue NE provided comments about the compost site, the fire
station and fire department projects, and commented that Otsego is being used as a case study
at a local high school.
Vincent Peterson, 14064 67th Circle NE asked the City Council to reconsider moving forward
with the fire station and fire department projects and has concerns about costs to residents.
Mayor Stockamp closed the Open Forum at 7:14 PM.

CM Tanner motioned to approve the agenda as written, seconded by CM Goede. All in favor.

Agreement — Les Schwab.
CM Tanner motioned to approve the consent agenda as written, seconded by CM Goede. All
in favor. Motion carried 5-0.
4. Planning:
4.1 Tanglewood 2nd Addition,
A. Presentation by City Planner.
B. Public Hearing.
C. Consider Resolution 2025-20 Vacating Right -of -Way and Drainage &Utility
Easements.
D. Consider Approval of a Final Plat.
E. Consider Resolution 2025-21 Approving a Development Contract,
City Planner Licht reviewed the staff report.
Brandon Sullivan, representing Tamarack Land Development, agreed with the staff report and
was available to answer questions. City Planner Licht noted staff, and the developer have
spoken to the residents in Martin Farms regarding the tree removal.
Mayor Stocl<amp opened the Public Hearing at 7:24 PM. No one from the public spoke.
Mayor Stocl<amp closed the Public Hearing at 7:24 PM.
CM Tanner asked which school district was Tanglewood located. City Planner Licht said this is
School District 728.
CM Goede motioned adopt Resolution 2025-20 vacating existing public right-of-way and
dI ainage and utility easements; approving "a plat of Tanglewood 2nd Addition subject
to the conditions stated by the Findings of Fact and Decision as presented; and adopt
Resolution 2025-21 approving a development contract, seconded by CM Lund. All in favor.
Motion carried 5-0.
5. City Council Reports and Updates:
Mayor Stocl<amp said Touch a Trucl< is tomorrow from 6-7:30 PM and the Public Safety
Commission meeting was moved to Wednesday.
CM Lund said the Friedrich Parl< ribbon cutting is on May 20tn
CM Tanner said Christian Brothers Automotive ribbon cutting is tomorrow at 3 PM.
CM Dunlap said the Planning Commission will review multiple applications at their upcoming
meeting on May 19.

6. Staff Reports and Updates:
City Administrator/Finance Director Flaherty said the District Community Partnership meeting is
this Wednesday, and the next City Council meeting will be held Tuesday, May 27th due to the
Memorial Day Holiday.
Mayor Stocl<amp asked staff to look into the concerns mentioned during open forum regarding
the compost site. Flaherty said staff are meeting with Albertville later this week to discuss
solutions.
City Engineer Wagner provided development and city project updates

CM Tanner motioned to adjourn at 7:32 PM, seconded by CM Goede. All in favor. Motion
carried 5-0.
