06-16-2025 Planning Commission MinutesOTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER June 16, 2025 7:00 PM Call to Order: Chair Alan Offerman called the meeting to order at 7:00 p.m. Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky, Commissioners, Charles Foster, Vern Heidner, Laurie Jones, Tracy Kincanon, and Jill Metzger. Also Present: Councilmember Ryan Dunlap, Mayor Jessica Stockamp, and Councilmember Michelle Lund. Staff: City Planner Daniel Licht and City Clerk Audra Etzel 1.Announcements City Planner Licht introduced City Attorney Kendall. 2.Consider the Following Minutes 2.1 May 19, 2025, Planning Commission Meeting Commissioner Metzger motioned to approve May 19, 2025 minutes as written, Commissioner Foster seconded. All in favor. Motion carried 7-0. 3.Commissioner Training with City Attorney City Attorney Kendall reviewed a PowerPoint Presentation outlining planning commission training topics. Chair Offerman asked how often staff follow up on conditional use permit conditions. City Planner Licht said staff schedule an inspection for one year after approval. If conditions are not met, another year’s inspection is scheduled; outside of those inspections future inspections are complaint based. Chair Offerman asked about conflicts of interest. City Attorney Kendall advised that if a commissioner is concerned about a potential conflict of interest, they should contact City staff in advance of the Planning Commission meeting to discuss if a conflict exists and appropriate actions. Commissioner Foster asked about a conflict of interest if approached by person considering an application that would come before the Planning Commission. City Planner Licht recommended that the commissioners in this situation direct the person to contact City staff. City Attorney Kendall said each PUD is unique based on the application and approvals do not create precedents for other development applications. The consensus of the Planning Commission was that the training session was informative and would be beneficial to schedule on an annual or semi-annual basis going forward. 4.Planning Items 4.1 Subdivision Ordinance; Application Procedures City Planner Licht reviewed the staff report. Vice Chair Stritesky motioned to recommend City Council approval of amendments of the Subdivision Ordinance, as presented, seconded by Commissioner Kincanon. All in favor. Motion carried 7-0. 5.Updates 5.1 Updates on City Council actions Councilmember Dunlap updated the Planning Commission on recent City Council actions. 5.2 Updates on future Planning Commission Items City Planner Licht updated the Planning Commission on upcoming planning items. 6.Adjourn Vice Chair Stritesky motioned to adjourn, seconded by Commissioner Jones.
