Call to Order:
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Ryan Dunlap, Tina Goede, Michelle Lund, and
Corey Tanner. City Staff: City Administrator/Finance Director Adam Flaherty, Parks and
Recreation Director Nick Jacobs, City Planner Dan Licht, and City Clerk Audra Etzel. City Attorney
David Kendall arrived at 5*38 PM. Assistant City Administrator/Human Resources Sabrina Hille
joined the meeting at 7:43 PM.
1. Closed Session —Consider Offer for the Sale of Real Property.
Mayor Stockamp stated this meeting will be closed in accordance with Minnesota Statute
13D.05, Subd. 3., C-3 to consider an offer for the sale of property at PID #118-290-000010.
CM Dunlap motioned to close the meeting at 5:31 PM to enter a closed session to discuss PID
118-290-000010 in accordance with Minnesota Statute 13D.05, Subd. 3, C-3 to consider offers
for the sale of real property, seconded by CM Tanner. All in favor. Motion carried 5-0.
CM Goede motioned to reopen the special meeting at 6:26 PM, seconded by CM Lund. All in
favor. Motion carried 5-0.
2. Closed Session —Develop Offer for the Purchase of Real Property.
Mayor Stockamp stated this meeting will be closed in accordance with Minnesota Statute
13D.05, Subd. 3., C-3 to develop an offer for the purchase of property at PID #118-500404100.
CM Dunlap motioned to close the meeting at 6:27 PM to enter a closed session to discuss PID
118-500-104100 in accordance with Minnesota Statute 13D.05, Subd. 3, C-3 to develop offers
for purchases of real property, seconded by CM Lund. All in favor. Motion carried 5-0.
CM Dunlap motioned to reopen the special meeting at 6:42 PM, seconded by CM Goede. All
in favor. Motion carried 5-0.
CM Goede at 6:43 PM motioned to continue this special meeting following the 7PM Regular
City Council meeting, seconded by CM Lund. All in favor. Motion carried 5-0.
Mayor Stockamp motioned to continue this special meeting at 7:43 PM, seconded by CM
Tanner. All in favor. Motion carried 5-0.

City Attorney Kendall did not rejoin the meeting. Assistant City Administrator/Human
Resources Hille joined the meeting.
3. Software License & Support Agreement — Review and Discuss.
Hille reviewed the packet material.
CM Dunlap asked if the building safety staff have reviewed the software. Mayor Stockamp said
the Administrative Subcommittee discussed and that building department staff have reviewed
and recommend the GovWell Technologies software. CM Tanner noted the benefit for
residents being able to submit permits.
CM Lund has experience looking up permits from other cities, she is wondering how many cities
are using the software. Hille said other states out east use the software, it is newer to
Minnesota.
Hille highlighted the benefits for code enforcement and licensing.
CM Dunlap noted the price doesn't increase for additional users. Hille said the program is cloud
based, allowing the building inspectors to review out in the field. Hille said all users would need
to create their own account to log into the system.
CM Lund asked if permit history will be included. Hille said the intent is to add as much history
as possible.
CM Dunlap asked about the cost for the current software. Flaherty said the cost is $4,000 per
year.
Flaherty said the new system can be set up to include all the revenue codes, allowing for better
reporting.
CM Tanner asked about the support. Hille said the software is very user friendly and allows the
user to ask questions through a chat option

CM Dunlap asked if permit fees need to be increased to help cover costs. Flaherty said staff
could look at increasing fees if the City Council choose to consider. Flaherty said the majority of
2025 cost of $18,750 could be covered by Council Contingency.
CM Dunlap motioned to accept the proposal and to approve the Order Form between the City
of Otsego and GovWell Technologies, Inc, seconded by CM Lund. All in favor. Motion carried
5-0.
4. Rogers Ice Arena — Funding Partnership.
Flaherty reviewed the packet material.

CM Lund provided an update from the meeting with the Rogers Youth Hockey Association
(RYHA), City of Rogers, Rogers City Councilmember, Parks and Recreation Director Jacobs, and
City Administrator/Finance Director Flaherty regarding the Rogers Ice Arena project.
CM Dunlap asked who is responsible for project shortfalls. Flaherty said he has not seen any of
the agreements. Mayor Stockamp said a second sheet of ice has been planned for many years,
as long as she can remember.
The Council discussed funding at length and struggled to fund additional support for the project
at this time. The Council also expressed that not being involved from the beginning made this a
difficult discussion.
5. City Council Discussion Topics.
Flaherty reviewed the packet material.
Proposed Budget Calendar
CM Dunlap motioned to schedule a special meeting on Monday, August 4, 2025, at 12PM for
budget review, seconded by CM Tanner. All in favor. Motion carried 5-0.
Minnesota Statue 13D.02
The City Council discussed the statute amendment regarding remote attendance of elected
officials. After discussion, there were differing opinions on the matter and that policy language
in the handbook was not agreeable. Flaherty recommended the City default to the language in
statute.
City Council Handbook
Flaherty said staff has a revised draft prepared for future City Council review. The City Council
concurred to review at a future special meeting.

Strategic Planning
Flaherty said the two proposals received were both over budget. The City Council concurred to
not proceed with the services in 2025 and to budget accordingly in the future.
Minnesota Paid Leave
Staff noted the Minnesota Paid Leave would go into effect January 2026. Hille highlighted a
few areas of concern and noted that there will be budget impacts. Additional information will
be presented during the budget and respective personnel policy revisions in the future.
