ITEM 3-3 SPECIAL CITY COUNCIL MEETING MONDAY, APRIL 25, 2011 OTSEGO CITY HALL 1. Mayor Stockamp will call the meeting to order. Mayor Stockamp called the meeting to order at 8:00 PM. Roll Call: Mayor Stockamp; Councilmembers: Dan Scharber, Doug Schroeder Vern Heidner and Tom Darkenwald. Staff: Gary Groen, Finance Director; Tami Loff, City Clerk; Daniel Licht, City Planner; Ron Wagner, City Engineer; and Andy MacArthur, City Attorney and Brad Belair, Public Works Supervisor. Lori Johnson, Elk River City Administrator. 2. Recreation Programming. City Planner Licht said per City Council direction, City staff has contacted the City of Elk River about the possibility of contracting with them for recreation programming through their Recreation Department. Elk River City Administrator Lori Johnson said she has spoken with the Elk River City Council and they support the idea but City staff still needs to speak with their Parks & Recreation Commission. City Administrator Johnson said one question to think of is what kind of programming the City of Otsego wants. City Planner Licht recommends a work session with the Parks & Recreation Commission and the Elk River Recreation Program Director. City Planner Licht said the current agreement with ISD 728 Community Education states that the city must provide notice by June 1' if it wishes to terminate the existing agreement. Mayor Stockamp said that residents would still have the option to attend Community Ed events it just would not be through a separate Otsego program. CM Heidner motioned to send letter to ISD 728 Community Ed to terminate the existing services agreement and explore other options. Seconded by CM Schroeder. All in favor. Motion carried. City Planner Licht said he will work with Elk River City staff and contact the Parks & Recreation Commission to set up the work session. 3. Compost Site. City Planner Licht said City staff has been in contact with the City of Albertville regarding sharing their compost site. The City of Albertville City Council has agreed to allow the west Otsego residents to deposit materials but not remove black dirt on a trial period this year. City Planner Licht said City staff has also met with City Administrator Johnson regarding use of the Elk River composite site for the east Otsego residents. City Administrator Johnson said Sherburne County funds the composite site so she had to go to them to make sure they were okay with it. Ms. Johnson said they would be willing to allow non- resident access for a cost but probably not until next year. They are planning on moving the compost site to a different location and installing a security gate with a card City Council Special Meeting April 25, 2011. Page 2. entrance. Ms. Johnson asked if Otsego would be paying one Lump sum or if the individual residents would pay. The City Council agreed that users would obtain a card on an individual fee basis. The City Council directed that City staff continue discussions with Elk River. City staff is also to notify Albertville regarding the use of the Elk River facility and that Otsego may not be ready to start the trial period until access to a compost facility is available for all residents. 4. Frankfort Park Tennis Court. City Engineer Wagner said the planned tennis court at Frankfort Park was left uncompleted last year due to soil issues. City Engineer Wagner said the court is still spongy and would like to auger through the clay at 10 feet apart and fill with granular material to drain the clay layer. City Engineer Wagner said the soil corrections would cost $5,600. Public Works Supervisor Belair said that a section of pathway, restroom enclosures and flower beds also still need to be completed in the park. Mayor Stockamp asked for a total project cost to date be provided to the Parks & Recreation Commission and City Council including a comparison of the estimated cost to complete the tennis court last fall with the current estimate including the soil corrections. The City Council directed City staff to undertake the soil corrections at $5,600 but to stop and evaluate after that. 5. Administrator Hiring Process. City Planner Licht reviewed the executive search Firm RFP. City Planner Licht said if approved the request would be advertised in the Elk River Star News and the League of MN Cities marketplace website and posted on the City's website. The City Council directed staff to send out RFP in the mail to the MN firms. CM Scharber motioned to approve issuance of a request of proposals from executive search firms due by May 18, 2011. Seconded by CM Darkenwald. All in favor. Motion carried. 6. Fire District. City Planner Licht said City staff met with Albertville City staff regarding Albertville Fire Department assuming responsibility for the area currently served by the Monticello Fire Department as directed by the City Council. Albertville agreed to amend the agreement to service this area but with a longer contract term and one year termination provision. Albertville also wants Otsego to approach Monticello to discuss this issue as soon as possible. City Planner Licht said that the current Monticello/Otsego agreement runs through January of 2012. The City Council directed City staff to meet with Monticello regarding the City Council's intent to have Albertville assume responsibility for the area of Otsego currently served by the Monticello Fire Department after the current Monticello/Otsego agreement expires. 7. Update on Emergency Management Project. City Council Special Meeting April 25, 2011. Page 3. Finance Director Groen gave the City Council an update on recent activity with the Emergency Management. There was discussion of 800 radios; the City Council said they previously approve the purchase of two radios. Finance Director Groen said that City staff would follow up on the radios. Finance Director Groen also said that he will be scheduling a meeting with Wright County Emergency Management, Wright County Sherriff and the Chiefs of each of the fire districts to discuss incident response in Otsego. 8. Any other items. Finance Director Groen said that he and City Planner Licht meet with Kurt Neidermeier to review and begin drafting a job description for a Utility Operations Supervisor position currently fulfilled by PeopleService Inc. 9.
