OTSEGO CITY HALL
1. Mayor Stockamp will call the workshop to order.
Mayor Stockamp called the workshop to order at 10:00 PM.
Roll Call: Mayor Stockamp; Councilmembers: Dan Scharber, Tom Darkenwald,
Doug Schroeder and Vern Heidner.
Staff: Gary Groen, Finance Director; Sandy Lindenfelser, Special Licensing;
Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City
Attorney and Brad Belair, Public Works Supervisor.
Guests: Rogers City Administrator Steve Stahmer, Rogers City Engineer Bret
Weiss.
2. City of Rogers-TH 101/CR 144 project.
Rogers City Engineer Bret Weiss presented information on the Rogers 101/CR
144 Interchange Project and is asking for Otsego to contribute $100,000 towards
the project. City Council questioned how this would benefit Otsego. Mr. Weiss
stressed the safety of the interchange for students and families involved in the
Rogers schools and for businesses in the area. It was questioned if the City is
willing to contribute up front towards the project is Rogers going to come back
for more on the construction portion too. Mr. Weiss said Rogers would consider
any arrangement that Otsego would offer for a contribution. City Planner Licht
noted that this is a workshop and no direction is needed and suggested further
discussion at a future workshop.
3. Great River Centre extension agreement.
City Attorney MacArthur reviewed the revised extension agreement with Appello
Group. Apello is required to finish off the streets in GRC assuming they are able
to renew their current Letter of Credit. If they cannot, the City can draw on the
Letter of Credit to complete the public improvements or could assess the lots
owned by the Developer for the improvements and waive their right to appeal.
The consensus of the City Council is for City staff to send the letter as drafted.
4. Discuss platting portion of the WWTF to give to adjacent property
owners.
City Engineer Wagner reviewed the cost to plat a portion of the W-WWTF into 7
to 13 Outlots and give to the property that abut up to the property line at no
cost to them. If any of the property owners do not agree to accept the property,
the City would have to consider cutting down the trees between the property line
and the fence. City Council directed City staff to get additional information on
the cost to plat and transfer the property for the City Council meeting on May 23,
2011.
5. 2011 Equipment CIP.
Finance Director Groen reviewed the Capital Equipment Schedule and gave an
explanation of the equipment to be purchased each year. Mayor Stockamp
mentioned the calls she receives regarding the speed wagon and wants to see it
put back out and to consider a replacement when the current machine no longer
works. PW Supervisor Belair said it is ready to be put back out but maybe think
about purchasing mobile posts with speed monitors on them and do away with
the speed wagon. Mayor Stockamp asked if the City was selling the Ford
Explorer. CM Scharber noted that the Public Works Subcommittee discussed the
issue and the value of the used vehicle was too low to make it worth selling.
Public Works supervisor Belair said that the Explorer and one building truck are
used less frequently by City staff to attend meetings or training outside of the
City instead of using personal vehicles and being reimbursed mileage as directed
by the City Council.
6. Any other items.
City Planner Licht updated the City Council on the McDonald house. The
Heritage Preservation Commission has decided to stop pursuing efforts to
preserve the building. City staff has obtained a quote for a hazardous material
survey, demolition of the building and removal of the septic system. City
Attorney MacArthur said that he and the City Engineer are working to obtain
clear title to the property and fix the boundaries so that the property could be
sold. Mayor Stockamp asked about the status of the building as a heritage
preservation site effecting the demolition of the building. City Planner Licht said
he would review this issue. City staff will request approval for the hazardous
material survey at the City Council meeting on May 23, 2011.
