1. Mayor Fournier call the Workshop to Order immediately
Following the Planning Commission Meeting_
Mayor Fournier called the Workshop to order at 8:05 PM.
Roll Call: Council: Mayor Larry Fournier; Councilmembers Vern
Heidner and Jerry Struthers. Absent: Dan Scharber and Virginia Wendel.
Planning Commission Members: Pam Black, Jim Kolles, David Thompson, Steve
Schuck, Doug Hackman and Tammie Fallon. Alternates Tom Darkenwald and
Troy Watring.
Absent: Chair Richard Nichols
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator and Dan Licht, City Planer.
2. Continue discussion of 2004 Comprehensive Plan Update.
Dan Licht reviewed the Draft 2004 Comprehensive Plan.
Commissioner Kolles asked what are the future plans for 70th Street. Mike
Robertson said that Wright County plans on making this a County Road but has
no time frame. Bruce Pankonin of Rottlund Homes noted that the land use guide
plan follows property lines and what is the City Policy where land is owned by the
same owner but is guided for two different land uses. Dan Licht replied that
these boundaries are not absolute and a statement regarding this could be
included in the Plan. Tom Bakritges of DR Horton questioned the large amount
of land guided for Industrial and also asked why there were large lots next to
Industrial. Dan Licht replied the zoning was meant to be high density and he will
change that. John Jackels of Emmerich Development asked about future sewer
capacity. CM Heidner gave him a update on the East Sewer Plant upgrades.
Stephanie Blaska presented a letter from her father, Rod Winter, requesting his
land to be guided for commercial or a mixed use. Charlie Pfeffer requested that
the Wienan property doesn't want to be guided for Industrial.
The City Council set October 4, 2004 and October 7, 2004 as Public Information
Meetings for the Comprehensive Plan. October 18, 2004 was set for a Workshop
to review the comments. All meetings to start at 7 PM. November 15, 2004, 7
PM, was set for the Public Hearing.
