September 15, 2014
Call to Order.
Mayor Jessica Stockamp called the meeting to order at 5:33 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner" Jason Warehime, Tom
Darkenwald and Doug Schroeder.
Staff: Lori Johnson, City Administrator; Dan Jordet, Administrative Services Director; Ron
Wagner, City Engineer; Ross Demant, Parks and Recreation Manager; Kevin Lamson, Streets
Lead Supervisor and Tami Loff, City Clerk.
1. 2015 Budget.
City Administrator Johnson reviewed the Economic Development budget. The City Council
agreed as presented.
City Administrator Johnson reviewed the proposed General Fund budget with the adjustments
as previously directed by the City Council. This included the staff additions of Administration
and Park positions. City Council concurred.
There was discussion on authorizing the purchase of hockey boards in 2014 instead of 2015.
Administrative Services Director Jordet said the city is estimated to receive around $3000 from
the Rogers Youth Hockey for their gambling permit quarterly payment; he has been trying to
get in contact with their auditor. Mayor Stockamp suggested contacting the state for records.
The City Council agreed to precede with purchase of the hockey boards for 2014.
City Administrator Johnson reviewed the Safety Committee request of adding one additional day
per month to the MMUA contract for an estimated nine months to catch up on several safety
requirements. Mayor Stockamp asked what the additional training would be on. City
Administrator Johnson said job hazard analysis and standard operating procedures. The City
Council concurred with the addition to the safety budget for training.
City Administrator Johnson reviewed the preliminary information from Wright County on the
2015 tax capacity. Administrative Services Director Jordet reviewed different levy options and
the resulting impact on the extension rate and property taxes on a residential property. After
discussion the City Council agreed with the draft resolution as prepared in the packet with the
total,tax levy at $4,680,000. This will be on the September 22 City Council meeting for approval
along with setting the public input for December 8.
There was discussion of upcoming meeting schedules and canceling the last meeting in
December.
CM Heidner motioned to cancel the December 22, 2014 City Council meeting.
Seconded by CM Darkenwald. All in favor motion carried.
Mayor Stockamp thanked Parks and Recreation Manager for the Otsego Festival stating it was a
great event. The City Council agreed.
2. Adjourn.
CM Warehime motioned to adjourn. Seconded by CM Darkenwald. All in
favor. Motion carried. Adjourned at 6:44 PM.
