CITY COUNCIL WORKSHOP

OTSEGO CITY HALL
1. Mayor Stockamp will call the workshop to order.
Mayor Stockamp called the workshop to order at 8:16 PM.
Roll Call: Mayor Stockamp; Councilmembers: Dan Scharber, Tom Darkenwald and Doug
Schroeder.
Staff: Gary Groen, Finance Director; Tami Loff, City Clerk; Daniel Licht, City Planner; Ron
Wagner, City Engineer; and Andy MacArthur, City Attorney and Brad Belair, Public Works
Supervisor.
2. City of Rogers TH 101/CSAH 144 project.
City Staff was directed at the last workshop to draft a letter of support for the proposed
project for the City Council to review at this workshop. The City Council agreed this
project will benefit residents as far as resident's school locations and that they would
provide financial support to be paid at the time of construction. City Planner Licht said
this item will be on the June 13, 2011 City Council meeting for possible action.
3. Compost site.
Otsego residents options include the following: City of Elk River has a non-resident
permit available for $50, Albertville has agreed to allow the west Otsego residents to
deposit materials at their site but not remove black dirt for a trial period of one year at
no cost, most private haulers have waste containers for an annual charge and the
Wright County compost facility. City staff would prepare a permit for those property
owners eligible to use the Albertville facility.
CM Scharber said these options should be added to the Otsego View and website. City
Planner Licht said that this will be added to next year's spring edition of the Otsego
View. Finance Director Groen said that an extra insert can always be added to the July
utility bills.
4. Emergency sirens.
City Planner Licht said that City Staff received two complaints from residents of SunRay
Farms after the severe weather on May 10, 2011. Mayor Stockamp said that the siren
at Otsego Elementary didn't go off during that storm. Public Works Supervisor Belair
said in other counties they send out reports on signals maybe Wright County has one.
City Engineer Wagner reviewed map of proposed siren locations. CM Scharber said staff
should check where surrounding cities sirens are located. The City Council directed city
staff to check with Wright County to see if they would contribute and for staff to move
forward with a proposal and cost estimate to install additional sirens in the City.
5. Executive Search Firm proposals.
The City received three proposals.
City Planner Licht said this item will be back for June 13, 2011 Workshop with CM Vern
Heidner present.
6. Any other items.
City Attorney MacArthur said he will be leaving his law firm at the end of June and he
would like to continue work with the City. A proposed agreement for legal services will
be reviewed at the June 13, 2011 City Council meeting.
City Attorney MacArthur gave the City Council an update on the Zachman trial.
Finance Director Groen said that the audit presentation will be at the June 13, 2011
Workshop.
The City Council set a Budget Workshop for June 20, 2011 directly following the Public
Hearing scheduled by City Engineer Wagner at 7PM.
