06-20-11 PHITEM 3_5 PUBLIC HEARING STORM WATER POLLUTION PREVENTION PROGRAM MONDAY, JUNE 20, 2011 7:00 PM OTSEGO CITY HALL 1. Mayor Stockamp will open the Public Hearing. Mayor Stockamp opened the Public Hearing at 7:00 PM. Roll Call: Mayor Jessica Stockamp: Councilmembers: Dan Scharber, Vern Heidner and Tom Darkenwald. Excused absent: Doug Schroeder. Staff: Gary Groen, Finance Director; Tami Loff, City Clerk; Daniel Licht, City Planner and Ron Wagner, City Engineer. 2. Presentation by City Engineer. City Engineer Ron Wagner gave presentation on the Storm Water Pollution Prevention Plan (SWPPP) and reviewed the 2010 expenditures and the recommended annual storm water utility rates. City Engineer Wagner said the annual assessment report of discharge is due June 30, 2011. 3. Public Comments. No comments from the public. 4. City Council Discussion. CM Scharber asked on the 2010 expenditures why only $4,000 payment for the Jet Vac. Finance Director Groen said that was the first interest payment. CM Darkenwald asked if the 2010 revenue is based on $120,000. City Engineer Wagner said that the SWPPP annual budget of $50,000 comes out of the general budget and the Storm Water Capital Improvement and Maintenance (CIM) annual budget of $70,000 comes out of the Storm Water Fund for the benefiting properties. Finance Director Groen said the fees are projected the same as 2010. CM Scharber asked where we calculate these funds. Finance Director Groen said as part of the General Fund. CM Darkenwald asked who is paying the SWPPP fees. City Planner Licht said every lot with improved stormwater facilities. CM Scharber asked where we are spending the $50,000. City Engineer Wagner said the $50,000 was initially set up with the permit for education, inventory and to get the program started. City staff was directed to review and detail the costs paid for within this budget amount and the source of these funds. Mayor Stockamp said the spring street sweeping should come out of the General Fund. The City Council agreed. City Engineer Wagner said he can put together a map on the GIS that shows the watershed districts and CIM districts so that Public Works Department expenses are charged appropriately. The City Council directed City staff to put together watershed district maps and more information regarding the stormwater maintenance budget and costs paid for by this fund and bring back to the City Council for review. 5.
