At 6 PM the City Council interviewed Michael Brumm and Aaron Stritesky for the Parks
Commission.
1. Mayor Larry Fournier will call the meeting to order.
Mayor Fournier called the meeting to order at 6:35 PM.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia
Wendel, Jerry- Struthers and Dan Scharber.
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Ron Wagner, City Engineer and Andrew MacArthur, City Attorney.
Pledge of Allegiance: Mayor Fournier led in the Pledge of Allegiance.
2. Consider agenda approval
CM Scharber requested to add under Item 9.3. Review Workshop Schedule for March
and under Item 9.10. Peavey House Update. Mayor Fournier requested to add under Item
8. Nuisance Update, Item 9.6. Set Administrative Sub -committee Meeting and under Item
9.7. Set a Public Workshop Sub -committee Meeting. CM Heidner requested to add under
Item 6. The 2003-35 Ordinance for Fee Schedule. Ron Wagner requested to add under
Item 7.2. Consider accepting bid for Sanitary Sewer Hauling. Mike Robertson requested
to add under Item 9.5. Park and Rec. Interviews. CM Struthers requested to add under
Item 9.8. False Alarm Update and under Item 9.9 Neutral Resolution.
CM Heidner motioned adoption of agenda as amended. Seconded by CM Struthers.
All in favor. Motion carried.
3. Consider the following minutes
3.1. December 22 2003 City Council Meeting_
CM Scharber motioned adoption. Seconded by CM Wendel. All in favor. Motion
carried.
CM Struthers noted correction of spelling for the word Poors under Item 10.2.
4. Open Forum:
No one appeared on Open Forum.
5. Consent Agenda (Non -controversial items
5.1. Approve Claims List.
5.2. Consider Resolution adopting an Official Newspaper.
5.3. Consider Resolution establishing Depositories for the City
Item 5.4. was removed from the Consent Agenda and placed under Item 7. for discussion.
CM Heidner motioned adoption of Consent Agenda except for Item 5.4., which was
removed from the Consent Agenda. Seconded by CM Scharber. All in favor.

6. Dan Licht, City Planner.
6.1. Ordinance 2003-25 re%zarding the Fee Schedule
CM Heidner motioned to bring Ordinance 2003-25 back for discussion regarding
the Fee Schedule for the Building Permits. Seconded by Mayor Fournier. All in
favor. Motion carried.
CM Heidner explained his reason for bringing this back for Council discussion is the
requirement for a building permit for window replacements and for re -roofing. He has
received additional information that if it is a maintenance issue a building permit is not
needed. The Council agreed that they do not want to charge for residing, window
replacement (if no structural changes) and for re -roofing.
CM Heidner motioned that under the Permit Fees that re -roofing, residing, and
window replacement (if no structural changes) are removed. Seconded by CM
Struthers. All in favor. Motion carried.
The Council wants to see new wording, which reflects this change.
Pat Sawatske, County Commissioner, updated the Council on the County Dike along
Parrish Avenue. This past summer the Army Corp of Engineering extensively reviewed
the dike and Mr. Sawatske gave a copy of their report to the City. Mr. Sawatske briefly
explained the dike needs to be improved and has been rated unsatisfactory and said he
will work to resolve this.
Regarding road projects for 2004, County Road 36 will be upgraded for flood control.
Mayor Fournier requested a copy of the plans be given to the City's Engineer. For Year
2005, Otsego is not listed. Year 2006, the State Highway 101 Interchanges. He is
uncertain of the costs for the County.
Ron Wagner asked about County Road 37 being upgraded as the shoulders are narrow
and there are site line issues.
The Council would like a copy of the 5 Year Plan.
Mayor Fournier said that the Wright County Mayor's Association has taken a neutral
position on the Monticello Annexation and has requested that all other entities do the
same. Mr. Sawatske replied that the reason it came to the County is because of State
process and their questionnaire, which the Township has to complete, requires comment
from the Land Use Authority, which is the County. Wright County drafted a resolution,
which was passed by the County. Mr. Sawatske said his view is that they are taking side
not with Monticello Township but of the residents, because 95% of them do not want to
be annexed and which the County represents.
Mayor Fournier agreed with Mr. Sawatske that he represents all the people and feels they
should take a neutral position. Mike Robertson asked Mr. Sawatske's feelings on growth.
Mr. Sawatske replied that growth affects the Sheriff's Department, jail, court
administrator and roads. These are high cost items.
CM Heidner noted that the Sheriff's Website shows the criminal complaints per 1,000 in
Otsego are lower than a lot of townships. Regarding the high costs of roads, there are a
lot more taxes coming from the higher growth areas. CM Heidner feels that is plenty of

money coming from Otsego to upgrade the roads in Otsego. CM Heidner also would like
the County to take a neutral position on annexation. Mayor Fournier thanked
Commissioner Sawatske for coming to the meeting.
7. Ron Wainer Citv Engineer.
7.1. Consider Change Order 91 for Well #4 and #5
Ron Wagner went over Change Order Al.
CM Heidner motioned adoption of Change Order #1 for Wells #4 and #5. Seconded
by CM Scharber. All in favor. Motion carried.
7.2. Any other Engineering Items
5.4. Pay Request No. 1 to Rice Lake Construction for $235.628.50 for
the West Wastewater Treatment Plant.
Mike Robertson explained this payment represents about 4% of the bid amount.
CM Heidner motioned to approve Pay Request No. 1. Seconded by CM Scharber.
All in favor. Motion carried.
7.3. Bids for Sanitary Sewer Hauling_
Ron Wagner reviewed the bid received, which he feels is good and recommended to
award. Proposals were sent to six. contractors.
CNN Struthers motioned to award the bid to Schulander Construction for a base fee
of $130,500. Seconded by CM Scharber. All in favor. Motion carried.
8. Andrew MacArthur City Attorney.
8.1. Nuisance Update.
Mr. MacArthur updated the Council.

Mike Robertson announced that he will invite Ted Field to the January 26, 2004 Council
Meeting for an update.
9.2. Appointment of Council Committees for 2004 by Mayor Fournier.

9.3. March Council Workshop Schedule
CM Scharber said he might be late for the March 3, 2004 Council Workshop with the
Police Commission. He also asked if the March 17, 2.004 with the Sheriff could be
moved to 4:30 PM. The Council agreed.
9.4. Set a City Council Workshop with People Services
February 18, 2004, Wednesday at 6 PM was set.
9.5. Appoint Park Commission Members
CM Heidner motioned to appoint Michael Brumm to the Park and Rec.
Commission for a Four Year Term, Aaron Stritesky as First Alternate and Kathryn
Roberts as Second Alternate. Seconded by CM Scharber. All in favor. Motion
carried.
9.6. Administrative Sub -committee date.
Mayor Fournier set Thursday, January 15, 2004, 3:30 PM.
9.7. Public Works Sub -committee date.

9.8. Alarms
CM Struthers noticed on the Sheriffs Report that there are several false alarms over the
allowed three and staff should be billing.
9.9. Neutral Resolution.
CM Struthers motioned for Otsego to support a Neutral position Resolution for the
Monticello Annexation. Motion was withdrawn and Mike Robertson was instructed to
bring a resolution to the next Council Meeting.
9.10. Peavev House.
Council would like a update on the appraisal for the Peavey House.
10. Mike Robertson, City Administrator.
10.1. Census Population Estimate 2003
Mike Robertson went over his memo. CM Heidner would like to see a chart showing
Otsego's population and surrounding communities starting in 1990, 2000 and every year
since.
10.2. Community Park/School Campus
Mike Robertson went over Chris . Bulow's request and referred to Dan Licht's memo
dated January 9, 2004. The Council agreed to hear more from Chris Bulow regarding this
proposal.
Mike Robertson informed the Council that the School Board would like to hold one of
their meetings here at City Hall. The Council would like more information on this.
11. Judy Hudson City Clerk
