Call to Order.
Mayor Jessica Stockamp called the meeting to order at 7:00 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Jason Warehime and Doug Schroeder.
Excused absence: Councilmembers Vern Heidner and Tom Darkenwald.
Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Ron Wagner, City Engineer;
Andy MacArthur, City Attorney; Dan Jordet, Administrative Services Director and Tami Loff, City
Clerk.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.
Stacy Braun; Wright County Sheriff Candidate.
Candidate Stacy Braun; 9336 Homestead Avenue, Monticello; introduced himself to the City
Council.
2. Consider agenda approval.
City Administrator Johnson noted the revised assessment list provided for item 3.3.
CM Schroeder motioned to approve with the revised assessment schedule for item
3.3. Seconded by CM Warehime. Motion carried 3-0.
3. Consent Agenda. (Non -controversial items]
3.1 Approve Claims List.
A. 70th Street Easements.
3.2 Approve City Council Meeting Minutes.
A. September 15, 2014 Special Meeting.
B. September 22, 2014 Meeting
3.3 Approve Resolution 2014-66 adopting assessments for unpaid utility bills.
3.4 Approve Resolution 2014-67 adopting Jalger Avenue assessments.
3.5 Approve Resolution 2014-68 reducing the Property Tax Levy for taxes payable in 2015 for
Debt Service.
3.6 Approve Resolution 2014-69 for Kaleidoscope WAC/SAC assessment.
3.7 Approve Resolution 2014-70 approving City consent of Charter transfer of control.
Revised assessment list provided for item 3.3. Mayor Stockamp said property 118-075-003020
is listed on the list as the previous property owner and it is now bank owned. City Administrator
said City staff will verify.
CM Warehime motioned to approved as amended. Seconded by CM Schroeder.
Motion carried 3-0.
4. Public Hearings:
4.1 Proposed Assessment for unpaid Administrative Fines and Service Charges related to Code
Enforcement.
A. City Clerk attests to legal notice.
B. Comments by City Planner.
C. Presentation of proposed assessment roll.
D. Open Hearing for Public Comments.
E. Close Public Hearing.
F Consider Resolution 2014-71 adopting assessment for unpaid administrative fines.
City Clerk Loff attested that all the proper noticing, posting and publishing has been completed.
City Planner Licht presented the assessment roll.
Mayor Stockamp opened the Public Hearing at 7:16 PM. Hearing no public comments Mayor
Stockamp closed the Public Hearing at 7:17 PM.
CM Schroeder motioned to adopt Resolution 2014-71 adopting assessment for
unpaid administrative fines and abatement charges related to code enforcement.
Seconded by CM Warehime. Motion carried 3-0.
4.2 Establishing a Storm Water Improvement District pursuant to Minnesota Statutes 444.075
over the entire area within the territorial limits of the City of Otsego.
A. City Clerk attests to legal notice.
B. Comments by City Planner.
C. Open Hearing for Public Comments.
D. Close Public Hearing.
E. Consider Ordinance 2014-13.
City Clerk Loff attested that all the proper noticing, posting and publishing has been completed.
City Planner Licht presented the staff report noting the recent increase in development includes
final plats not in the initial storm water utility district. The amendment specifies that only plats
approved after November 15, 1990 are subject to the storm water utility fee. City Attorney
MacArthur also spoke on the process.
Mayor Stockamp opened the Public Hearing at 7:20 PM. Hearing no public comments Mayor
Stockamp closed the Public Hearing at 7:20 PM.
CM Warehime motioned to adopt Ordinance 2014-13 establishing a Storm Sewer
Improvement District pursuant to Minnesota Statutes 444.075. Seconded by CM
Schroeder. Motion carried 3-0.
4.3 Riverpointe 5 Addition drainage and utilities easement.
A. City Clerk attests to legal notice.

City Planner Licht presented the staff report.
Mayor Stockamp opened the Public Hearing at 7:23 PM. Hearing no public comments Mayor
Stockamp closed the Public Hearing at 7:23 PM.
CM Schroeder motioned to adopt Resolution 2014-72 approving vacation of existing
drainage and utility easements within Riverpointe 5t" Addition. Seconded by CM
Warehime. Motion carried 3-0.
5. Administration:
5.1 Commission update:
A Accept Resignation from Public SafetyCommissioner Sally Dufner and
Schedule Interview with Planning Commission Applicant.
City Clerk Loff reviewed the staff report. The City Council agreed to wait until all City Council
members are present to schedule interview for the Planning Commission applicant. This will be
brought back on October 27.
CM Warehime motioned to accept the resignation of Sally Dufner from the Public
Safety Commission and thank her for her service to the City. Seconded by Mayor
Stockamp. Motion carried 3-0.
5 2 Consider GIS Contract with Hakanson Anderson Inc., and Midwest CAD.
City Administrator Johnson reviewed staff report. CM Schroeder commented that he is looking
forward to a workable GIS application. Mayor Stockamp and CM Warehime agreed.
CM Warehime motioned to approve the contract agreement by and between the City
of Otsego and Hakanson Anderson Associates, Inc., and Midwest CAD. Seconded by
CM Schroeder. Motion carried 3-0.

7. Staff Reports and Updates.
City Administrator Johnson gave a reminder of the Wednesday, October 22, 101/CSAH 144
Ribbon Cutting Ceremony at 3:00 PM. City Clerk Loff to post a potential quorum.

CM Warehime motioned to adjourn. Seconded by CM Schroeder. All in favor.
