BACKGROUND/J USTI FICATION:
Biosolids processed at Wastewater Treatment Facilities (WWTF's) provide soil nutrient benefits for
agriculture use. The liquid material is treated, tested to determine nutrient value and metal limitations,
transported and field incorporated for crop use. Application rates are determined by tested nutrient
levels and the crops desired nutrient uptake.
Twenty one acres of land within the City of Otsego has received State approval for biosolids application
from the City's WWTF's. The application review period ended October 13, 2014 with no comments for
two sites owned and operated by Vernon Kolles & Sons, suitable for application from the East and West
WWTF's. The acreage is agricultural property shown on the attached map.
The sites were reviewed at the July 16th Public Works Subcommittee with recommendation to proceed
based on neighbors comments.
Designation of these sites for City biosolids application requires City Council approval pursuant to
Section 7-8-7.13.5 of the City Code.
For reference, setback requirements for application sites using injection practices are as follows:
Distance to residences 100ft
Distance to residential development 300ft
Distance to public contact site 300ft
Distance to residential wells 200ft

Dear Mayor Stockamp:
This letter is written to notify you that the biosolids land application sites'submitted to the
Minnesota Pollution Control Agency (MPCA) by the city of Otsego, permit numbers MN0064190
and MN0066257, on September 12, 2014, have been approved for this purpose. Site approvals are
enforceable to the same extent as a permit.
The approved sites, located in thecity of Otsego, Township 121 N, Range 23 W, Wright County, are:
Site VKS-1, 7.0 acres in the NW % of Section 13
Site VKS-2, 14.0 acres in the NW % of Section 13
These sites were reviewed and determined suitable by the MPCA for land application of biosolids.
Applicable standards and management practices of Minn. R. ch. 7041 must be followed. Any
proposed changes to management practices specified in this letter must be requested in writing
and approved by the MPCA before the change is initiated.
