CITY OF OTSEGO
PUBLIC HEARING GUIDELINES
Testimony at a public hearing is considered by the
City Council when making a decision. Comments, opinions and
questions are welcomed and encouraged.
1. A member of the City Staff will introduce and
explain the agenda item.
2. The Mayor of the City of Otsego will invite public
comment and set a time limit for each speaker so that all who
wish to speak can be heard. A group of persons may select
one spokesperson to represent the group; that spokesperson
may be granted more time at the discretion of the Mayor.
3. A person desiring to speak may do so only after
being recognized by the Mayor of the City of Otsego. Those
not recognized by the Mayor should refrain from interrupting
a speaker who has been recognized by the Mayor.
4. Each speaker should state his or her full name and
address clearly.
5. A question should be addressed to the Mayor, who
will then determine who should answer the question. A
citizen who wishes to obtain additional information from a
City Staff member should contact the individual staff member
prior to the public hearing.
6. Each speaker will be permitted to address the
City Council once during the hearing. If anyone desires to
speak a second time, the Council will determine if sufficient
time remains. Second remarks should be limited to new
information.
The City Council will then close the public hearing and
hold a discussion on the issue. 'A --decision may be made at
this time or postponed to a later meeting. No further public
comment on the topic will be allowed unless specifically
invited by the Mayor.
