1. Mayor Fournier call the Workshop to order:
Mayor Fournier called the Workshop to order at 6:30 PM.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia
Wendel and Jerry Struthers. Absent: Dan Scharber.
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk; Ron Wagner,
City Engineer, Jeff Elliott, Assistant City Engineer and Andrew MacArthur, City
Attorney.
2. Discussion of Quaday Avenue Assessment
Ron Wagner went over the future Quaday Avenue alignment options from 70th
Street south to CSAH 36. John Darkenwald said he would prefer the less
triangular line of road, which he feels takes less land.
Ron Wagner presented the proposed assessments for the Quaday Avenue
Project, north from 70th Street to 78th Street. The Council discussed the different
assessment options. Mr. MacArthur explained deferred assessments. Mike
Robertson discussed trading easements for assessments. Their consensus was
to bring all options of the assessment to the Public Hearing on April 26, 2004 and
to list the sewer and water funds as coming from WAC and SAC rather than
utility.
3. Any other business
Mike Robertson updated the Council on his recent meeting with the Aslesons
regarding the purchase of the property for a future fire sub -station.

The Workshop ended at 7:50 PM.
