07-11-11 CCOTSEGO CITY COUNCIL MEETING OTSEGO CITY HALL JULY 11, 2011 7:00 PM 1. Mayor Jessica Stockamp will call the meeting to order. Mayor Stockamp called the meeting to order at 7:05 PM. Roll Call: Mayor Stockamp; Council Members: Vern Heidner, Tom Darkenwald and Doug Schroeder. Excused absence: CM Dan Scharber. Staff: Gary Groen, Finance Director; Tami Loff, City Clerk; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney and Brad Belair, Public Works Supervisor. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 2. Consider agenda approval. City Attorney MacArthur requested to add item 10.1 Approve Resolution 2011-35 approving the City Administrator employment agreement with Lori Johnson. City Planner Licht requested to add item 8.3. Snowmobile trail on Quaday Avenue. CM Heidner motioned to approve as amended. Seconded by CM Darkenwald. All in favor. Motion carried. 3. Consider the following minutes. 3.1 June 27, 2011 City Council Meeting. CM Heidner said on page 4, third paragraph he wants it clear that he was aware that there was not an option to move to the Ramsey's property because of the regulations in the Zoning Ordinance. CM Schroeder motioned to approve. Seconded by CM Heidner. All in favor. Motion carried. 3.2 June 27, 2011 Workshop. CM Heidner motioned to approve as written. Seconded by CM Darkenwald. All in favor. Motion carried. 4. Open Forum: (5 minute limit) Tom Green, Frontline Plus, sells Whelen warning systems, presented the City Council with a quote for sirens. Mr. Green said he understands the City has already ordered three new sirens from a competing firm and realizes his quote is late. Mr. Green said he had dropped off materials on their business in the past and was wondering why they were not contacted. City Planner Licht said that current City staff was not aware of the information that had been dropped off but the city clerk will keep in the file if services are needed in the future. City Planner Licht said that the sirens that were ordered were those used by surrounding communities who recommended them and that the amount of the purchase did not require competitive bids under State Statute. 5. Consent Aaenda. (Non -controversial items). 5.1 Approve Claims List. 5.2 Approve ROW plat for the Otsego River Levee. CM Heidner motioned to approve. Seconded by CM Schroeder. All in favor. Motion carried. 6. Unfinished Business. 6.1. Jamfest sweeper request. City Council Meeting July 11, 2011. Page 2. City Planner Licht reviewed the cost estimate for the sweeper service for the Otsego Jamfest. CM Heidner said he is not convinced that the City should pay for this being that it is a private event and we already are providing the jersey barriers. Mayor Stockamp said she thinks it is a small donation the City could provide to a community event. CM Darkenwald said on the cost estimate for sweeping who came up with the four hours. City Planner Licht said Public Works Supervisor Belair said provided that estimate. CM Schroeder asked if the City donated anything to this event last year. Mayor Stockamp said the City did not. CM Darkenwald said a lot of residents attend this event and he can see the City paying the sweeping and labor cost but not the $200 dumping cost that should be covered by the event. CM Heidner said he agrees. CM Heidner said that JamFest should work with Public Works Supervisor Belair with making sure JamFest contracts the correct size dumpster that will be needed after the sweeping. City Planner Licht said City staff will coordinate that. CM Darkenwald motioned to approve the donation of street sweeping, labor and equipment up to four hours with the dumping paid by Jamfest and subject to the property owners signing a liability waiver approved by the City Attorney. Seconded by Mayor Stockamp. All in favor. Motion carried. 7. Public Works. CM Darkenwald asked was there any storm damage to City property from the storm that came through Sunday. Finance Director Groen said only small twigs/branches, nothing significant. Mayor Stockamp said thank you to Public Works employee Mike Brumm for the help in the park for the dedication held Saturday with the Twins Community Fund and Rogers Area Youth Baseball. 8. Daniel Licht, City Planner. 8.1 Prairie Park Splash Pad. City Engineer Wagner said at the last meeting the City Council directed City staff to solicit more quotes for the splash pad installation and concrete work. After receiving the additional quotes and the price is the same and as such City staff recommends going with Blackstone Contractors original comprehensive bid. Mayor Stockamp asked will the completion still be in two weeks. City Engineer Wagner said yes. City Engineer Wagner said he met with the contractor completing the drainage work for the splash pad and came up with another option that will save some money and also the park would be more accessible during construction. CM Darkenwald motioned to award contract to Blackstone Contractors in the amount of $81, 162.00. Seconded by CM Schroeder. All in favor. Motion carried. 8.2 Electrical Inspections Contract. City Planner Licht said the electrical inspections required under the Building Code are handled by the State of Minnesota within the City. With the current State shut down builders, property owners and residents are not able to have the inspections completed, which will affect completion of projects including issuance of Certificates of Occupancy. City staff met with the State electrical inspector for this area, Paul Hipsag who would be interested in a contract with the City to provide the inspections during the State shutdown. Mayor Stockamp asked if Mr. Hipsag has seen the drafted contract. City Planner Licht said yes. CM Darkenwald asked if the City has had any inspection requests in the past 11 days. City Planner Licht said the City has some finals that are due for Lennar. CM Heidner motioned to approve Ordinance 2011-09. Seconded by CM Darkenwald. All in favor. Motion carried. City Council Meeting July 11, 2011. Page 3. CM Heidner motioned to approve a services contract and appoint Hipsag Inspections Inc as the Electrical Inspector for the City of Otsego. Seconded by CM Schroeder. All in favor. Motion carried. 8.3. Snow Mobile trail on Quaday Avenue. City Planner Licht said that Mayor Stockamp was contacted by the Otsego River Riders about providing a groomed snowmobile trail along CSAH 42 and Quaday Avenue. The Otsego River Riders believe this is a popular route for snowmobilers and a groomed trail would keep the sleds off of the existing asphalt trails along these streets. The City Council directed City staff to meet with Mr. Rob Vandenberg from Otsego River Riders to review a path. 9. Ron Wagner, City Engineer. 9.1 Replat of WWTF. City Engineer Wagner said the City has received back 11 consents out 13 with 10 properties approval. This would provide a block of nine properties along the fence line with only one small parcel missing next to the access to Beaudry Meadows Park on the east. CM Darkenwald motioned to go forward with the replatting of the West Waste Water Treatment Facility (WWTF). Seconded by CM Schroeder. All in favor. Motion carried. 10. Andrew MacArthur, City Attornex. 10.1 Resolution 2011-35. City Attorney MacArthur reviewed an employment agreement for Lori Johnson. City Attorney MacArthur said Ms. Johnson submitted an application and is in agreement with the contract as presented. The contract is subject to a background check but with the State shutdown City staff will have to do a manual check through the Wright County Sheriff's Department. City Attorney MacArthur said City staff is recommending approve of Resolution 2011-35 approving City Administrator employment agreement with Lori Johnson with effective date of July 25, 2011. CM Darkenwald motioned to approve the employment agreement and Resolution 2011-35. Seconded by Mayor Stockamp. All in favor. Motion carried. CM Darkenwald said Ms. Johnson will be a welcome addition to the City and he can't wait to work with her. Mayor Stockamp agreed. Ms. Johnson said thank you to the City Council and she looks forward to working with them all and with City staff, residents and businesses. Ms. Johnson said the City has a good foundation and she is excited to begin work. 11. Gary Groen, Finance Director. Finance Director Groen said the City Hall has some water damage on the ceiling from water leaking from the roof. City staff will be seeking quotes for repairs and bringing this item to the Public Works Sub -Committee meeting for review and immediate action. Mayor Stockamp thanked Finance Director Groen for his work on Saturday at the Twins Community Fund and Rogers Area Youth Baseball dedication. City Council Meeting July 11, 2011. Page 4. 12.
