SPECIAL MEETING
CITY COUNCIL BUDGET WORKSHOP
MONDAY, AUGUST 1, 2011
5:30 PM
1. Mayor Stockamp will call the workshop to order.
Mayor Stockamp called the meeting to order 5:35 PM.
Roll call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug
Schroeder, Tom Darkenwald and Dan Scharber.
Staff: Lori Johnson, City Administrator; Gary Groen, Finance Director; and Tami
Loff, City Clerk.
2. Review of 2012 Budget.
City Administrator Johnson reviewed the 2012 Budget and Tax Levy. There was
discussion on the funding source for the fire service. City Administrator Johnson
said she recommends changing the funding to be part of the tax levy. The City
Council agreed. The change will be explained to the public in the city newsletter.
The City Council reviewed the Community Development and Building Safety
Fund. City Administrator Johnson recommended council develop a plan to
eliminate increases in the existing deficit fund balance. The City Council directed
City staff to review the current allocations. Bring back a proposal to the next
budget workshop.
Finance Director Groen reviewed the proposed tax levy. There was discussion on
a software program for the Capital Improvement Plan. The City Council agreed to
the purchase and asked that it be placed on the August 8 consent agenda.
City Administrator Johnson reviewed employee COLA and benefits. The City
Council directed City staff to do a comparison of surrounding cities and bring
back to a future Budget Workshop. The City Council also asked for City staff to
review the HSA and other insurance options.
There was discussion on updating the city's website. City Administrator Johnson
said City staff will bring back more information to the City Council. CM Heidner
said he thinks the city should have a Facebook account. The Council agreed to
fund the cost for updating the City's website from the 2011 and 2012 Council
Contingency budgets.
There was discussion on the City Hall roof repair. The City Council stated a
preference for changing to a pitched roof and directed City staff to get proposals
from architects for council consideration.

The City Council set Budget Workshops for August 8 and August 22 directly
following the regular scheduled City Council meeting.
CM Darkenwald said he would like to see the EDA utilized. The City Council asked
for more information on this.
3. Any other items.
City Administrator Johnson said City staff received a call from Jamfest; they are
asking the city for free water for the vendors at the event. The City Council
agreed to allow Jamfest to use the piece to hook up to water but they will have
to pay for the water.
