08-08-11 WSITEM 3-2 SPECIAL MEETING CITY COUNCIL BUDGET WORKSHOP MONDAY, AUGUST 8, 2011 *7:00 PM 1. Mayor Stockamp will call the workshop to order. Mayor Stockamp called the workshop to order at 7:48 PM. Roll call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder, Tom Darkenwald and Dan Scharber. Staff: Lori Johnson, City Administrator; Gary Groen, Finance Director; and Tami Loff, City Clerk. 2. Review of 2012 Bud City Administrator Johnson and Finance Director Groen presented the budget and proposed tax levy. There was discussion on the Building Safety, Debt Service & General Fund Budgets and Levies. The staff reviewed the proposed 2012 Building Safety budget. The Council concurred with the cost allocation changes as presented. There was discussion on reviewing expenditures to make the fund self sufficient. The City Council reviewed the improvement bonds. CM Scharber asked that in the future the interest rate of the bond be included on the bottom of the sheet. The Council concurred with the levy and use of reserves as proposed. The proposed levy was reviewed and discussed. CM Scharber questioned the reserve levies. Staff stated the levies were adjusted based on updated expenditure projections. Mayor Stockamp asked when the Capital Improvement Plan (CIP) would be done. City Administrator Johnson said she is targeting February for Council review. The City Council directed City staff to re -run the reserve levies for the August 22, 2011. CM Darkenwald said he would like to see when the contracts are up for the antennas on water towers. He said those fees should be going to the water fund and used for the debt service. The City Council agreed. CM Darkenwald would also like to see the projections for the Sewer and Water. The City Council directed City staff to check if the antenna contracts included maintenance fees. The City Council directed the Trail paving plan be reviewed at the next Public Works Sub -Committee meeting and updated information given be distributed to the City Council. 3. Any other items. CM Scharber said that the city needs a new sound system in the Council Chambers. The City Council directed City staff to get quotes on a new system. 4. Adjourn. The workshop adjourned at 9:46 PM.
