08-08-11 CCOTSEGO CITY COUNCIL MEETING OTSEGO CITY HALL AUGUST 8, 2011 7:00 PM 1. Mayor Jessica Stockamp will call the meeting to order. Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Stockamp; Councilmembers: Vern Heidner, Dan Scharber, Tom Darkenwald and Doug Schroeder. Staff: Lori Johnson, City Administrator; Gary Groen, Finance Director; Tami Loff, City Clerk; Daniel Licht, City Planner and Brad Belair, Public Works Supervisor. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 2. Consider agenda approval. CM Scharber motioned to approve. Seconded by CM Darkenwald. All in favor. Motion carried. 3. Consider the following minutes. 3.1 July 25, 2011 City Council Meeting. CM Scharber motioned to approve as written. Seconded by Darkenwald. All in favor. Motion carried. 3.2 August 1, 2011 Budget Workshop. CM Scharber motioned to approve as written. Seconded by Darkenwald. All in favor. Motion carried. 4. Open Forum: No one present. 5. Consent Agenda. (Non -controversial items. 5.1 Approve Claims List. 5.2 Approve East WWTF mowing. 5.3 Approve Capital Improvement Plan software. 5.4 Approve quote for Splash Pad Irrigation. 5.5 Approve quote for crack sealing city streets. 5.6 Approve Final Pay Estimate for Prairie Park Splash Pad in the amount of $30,746.00. CM Darkenwald motioned to approve. Seconded by CM Scharber. All in favor. Motion carried. 6. Parks & Rec Commission interviews. 6.1 Jim Kjendle. 6.2 Triste Freeburg -not present. 6.3 Mitchel Faust. The City Council interviewed potential Commissioners. The Mayor stated a fourth applicant; Charles Vonberg was not able to make this meeting. This will be continued until the August 22, 2011 City Council meeting. 7. Unfinished Business. No items. City Council Meeting August 8, 2011. Page 2. 8. Public Works. 8.1 2011 Bituminous Trail Overlay Project. Public Works Supervisor Belair presented a bid from Rum River Contracting, Inc for trail overlay in the amount of $27,236.75 with ISD 728 portion being $ 6,295.50. The school district has signed an agreement to pay their portion of the project. Public Works Supervisor Belair said that this is the same contractor that did the Safe Route to School project. Rum River, Inc has submitted a quote for the trail overlay and he recommends approval. City Planner Licht said that City Staff received a signed agreement from the ISD 728 today and that the project will be completed prior to school starting and the Otsego Festival. CM Scharber asked how many miles of trail is the overlay. Public Works Supervisor Belair said that he can get that information and bring back to the City Council at a later date. Mayor Stockamp asked if the splash pad installation will affect the overlay in Prairie Park. Public Works Supervisor Belair said that the Public Works department will do some small patches. CM Scharber motioned to approve the bid from Rum River. Seconded by CM Heidner. All in favor. Motion carried. Mayor Stockamp asked Public Works Supervisor Belair on total number of hours of street sweeping for the Jamfest. Public Works Supervisor Belair said he has not seen the total but thinks it was minimal. 9. Daniel Licht, City Planner. 9.1 State Historic Preservation conference. City Planner Licht presented the planners report. The cost of the conference is $90 per person if registered before August 19. City Planner Licht said the registration and mileage would be paid out of the HPC miscellaneous activities fund. Mayor Stockamp motioned to approve payment of registration fees and mileage reimbursement for Commissioner Seroshek and Anderson to attend the State Historic Preservation Conference. Seconded by CM Schroeder. All in favor. Motion carried. 10. Lori Johnson, City Administrator. 10.1 Membership to Wright County Economic Development Partnership. City Administrator Johnson said that the cost of membership is prorated for the year at $992.50 which would be paid out of the Contingency Fund. City Administrator Johnson said that becoming a member is a good option for the city to further its economic development efforts and to work with Greater MSP.CM Darkenwald said with WCEDP working thru Greater MSP they are going to create a lot of leads and if we are not a member we will not be included in those. He feels this is money well spent. CM Darkenwald motioned to approve membership to the Wright County Economic Development Partnership (WCEDP) in the amount of $992.50 coming out of the Contingency Fund. Seconded by CM Scharber. All in favor. Motion carried. Mayor Stockamp motioned to appoint CM Tom Darkenwald to be the City Council representative. Seconded by CM Scharber. All in favor. Motion carried. 11.
