RE: 2012 Budget Discussion
On Monday we will continue the 2012 budget discussion focusing on personal services. The Council
requested that I review the City's comparison group of cities to determine if Otsego remains comparable
to its market. In 2009 a study was done by a consultant that recommended changes in the pay and
benefit structure. The comparison I conducted encompassed both pay and benefits as they should be
considered as a total package. The intent is not that Otsego's pay and benefits each individually match
the comparison group, but, rather, that the overall pay and benefits package is comparable to other
cities.
The data collected suggest that Otsego is on target in some areas and slightly below in other areas. At
the workshop we will review the data in as much detail as the Council wants. The items to be discussed
include:
• Pay- Cost of living adjustment
• Insurance contribution
• Holiday leave policy
• Personal time off policy
