RECOMMENDATION:
Staff recommends that the law firm of Campbell Knutson be retained to revise the City Personnel
Manual as previously directed by City Council.

BACKGROUND/JUSTIFICATION:
The City Council previously directed staff to seek proposals from law firms to revise the current City
Personnel Manual in order to update the document and address specific areas of concern.
Recommendations for firms to do this work were sought and I contacted both Kennedy & Graven and
Campbell Knutson regarding the proposed revision. Both firms quoted an hourly rate and an estimate of
20 hours of work to complete the task based upon my oral explanation of the revisions needed. This
estimate is based upon an initial explanation from the City regarding specific matters to be addressed
and one required meeting to review the changes. Additional requirements would cost more.
Both firms are well qualified to complete the task. Both firms represent multiple municipalities and are
currently in the process of reviewing Personnel Policies for various cities. Campbell Knutson quoted
$150 per hour and Kennedy & Graven quoted $180 per hour. I have worked with both firms and believe
that they are both well qualified. Based upon my experience with Campbell Knutson and their slightly
lower per hour fee, I would recommend that the City retain Campbell Knutson, specifically Soren
Mattick, to undertake revisions to the Personnel Policy.
