ITEM 3.6A Planning 9.15.2014 MinutesITEM 3_GA OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER September 15, 2014 .7:00 PM Call to Order. Chair Black called the meeting to order at 7:03 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Richard Nichols, Steve Schuck and Jim Kolles. Absent: Commissioner Aaron Stritesky. City Council: CM Vern Heidner. Staff: Daniel Licht, City Planner; and Tami Loff, City Clerk. 1. Consider the following minutes: 1.1 August 4, 2014 Planning Commission Meeting, Commissioner Thompson motioned to approve as written. Seconded by Commissioner Nichols. All in favor. Motion carried. 2. Public Hearin_ items: 2.1 Riverbend North: A. Zoning Map amendment to rezone the subject site from B-3, General Business District to PUD, Planned Unit Development District. City Planner Licht presented the Planning Report. Applicant Casey Darkenwald, 9249 Kaeding Avenue NE Otsego, Darkenwald Corporation, was present and agreed with the staff report. City Clerk Loff attested that all the proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:13 PM. Heidi Iverson, 7281 NE River Road, asked how many people will the proposed buildings house. City Planner Licht said that hasn't been specified yet. Ms. Iverson also stated the traffic is already bad on River Road. City Planner Licht said increasing traffic is expected as CSAH 42 is designated as a minor arterial roadway. The change to a right in right out only at the existing Riverbend Mobile Home Park driveway will ease traffic. Chair Black closed the Public Hearing at 7:19 PM. Commissioner Schuck questioned the reasoning for the right in right out. City Planner Licht said it is dictated by Wright County due to their spacing guide lines. Commissioner Nichols motioned to recommend City Council approval of an ordinance rezoning the subject site to PUD District. Seconded by Commissioner Kolles» All in favor. Motion carried. 2.2 Lindenfelser: A Zoning Map amendment to rezone the subject site from A-1 District to A-2 District. B. Conditional Use Permit to allow a subdivision of a lot less than 20 acres in area. City Planner Licht presented the Planning Report. Applicant Doug Lindenfelser, 9364 95th Street NE, asked how many splits are left on this property. City Planner Licht said 10. Mr. Lindenfelser said he will provide a survey. City Clerk Loff attested that all the proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:30 PM. Hearing no public comment Chair Black closed the Public Hearing at 7:32 PM. Commissioner Thompson motioned to approve a Zoning Map amendment rezoning the subject site from A-1 District to A-2 District based on a finding that the request is consistent with the Comprehensive Plan. Seconded by Commissioner Schuck. All in favor. Motion carried. Commissioner Thompson motioned to approve a Conditional Use Permit allowing administrative subdivision of a lot with an area less than 20 acres within the A-2 District, subject to the six conditions listed in the planning report. Seconded by Commissioner Schuck. All in favor. Motion carried. 3. Non -Hearing Item: 3.1 Duke Building #3: A. Site and building plan review. B. Amended Fourth Addition Final Plat. City Planner Licht presented the Planning Report. Applicant Dale Emter, 1600 Utica Avenue South St. Louis Park, Duke Realty, clarified the proposed building panels are wider than the other buildings with a slight difference in appearance. Commissioner Nichols motioned to recommend City Council approval of the amended Gateway North Fourth Addition Final Plat, site and building plans for Gateway North Building #3 subject to the fourteen conditions listed in the planning report. Seconded by Commissioner Schuck. All in favor. Motion carried. 4. Update on City Council actions. CM Heidner updated the Commissioners on City Council actions. 5 Update on future Planning Commission Agenda items. City staff said there will be no meeting October 6. 2 6, Adjourn.
