98-03CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO. 98-3 RESOLUTION EXTENDING AN INTERIM ORDINANCE RESTRICTING RESIDENTIAL DEVELOPMENT WITHIN THE CITY OF OTSEGO WHEREAS, the City of Otsego has previously established a moratorium upon residential development applications within the City of Otsego, in order to proceed with the studies and procedures necessary to amend its Comprehensive Plan and official controls; and WHEREAS, the City Council of the City of Otsego has previously determined that said Comprehensive Plan and official controls are in need of revision; and WHEREAS, the City has initiated the process of review of the existing Comprehensive plan and official controls, which process is ongoing; and WHEREAS, certain aspects of properly revising the Comprehensive Plan and official controls were dependent upon a determination by the City as to whether or not it would proceed with construction of a wastewater treatment facility within the City; and WHEREAS, the City Council has determined to proceed with construction of such facilities, and has directed the City planner to proceed to complete work on the Comprehensive Plans based upon the assumption that sewer and water services will be delivered to certain areas of the City; and WHEREAS, the present moratorium requires fiuther extension in order to properly complete revision of the Comprehensive Plan and local controls; and WHEREAS, additional time is needed to complete the studies and procedure in progress; and WHEREAS, processing of applications for residential subdivision of land and any proposed rezoning to residential designation, and evaluation of such proposals under the existing plan and official controls would harm the ongoing planning process. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, WRIGHT COUNTY, MINNESOTA: 1. That the attached Interim Ordinance establishing an extension of the existing moratorium on residential development is hereby adopted. 2. That said interim ordinance is effective for a period of eighteen months from the termination date of the previous interim ordinance prohibiting residential subdivisions, unless specifically terminated at an earlier date by resolution of the Otsego City Council.
