4:30 PM
OTSEGO CITY HALL
1. Mavor Fournier will call the Workshop to order
Mayor Fournier called the Workshop to order at 4:36 PM.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Jerry
Struthers, Virginia Wendel, Suzanne Ackerman and Dan Scharber, Council member
elect.
Staff. Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator, Ron Wagner, City Engineer, Shane Nelson and Jeff Elliott, Assistant
Engineers.
2. Ron Wagner, City Engineer.
2.1. Discussion of 85`h Street and Page Avenue Project.
Jeff Elliott went over the proposed Bike Path along 85`h Street. If the bike path would go
along 85th Street on the south side the additional cost would mainly be $41,000 for a
retaining wall, if it would run along the north side the extra cost would be $4,000 and if
there is a crossing on 85th Street an additional cost of $8,000. Hakanson Anderson
recommends going on the south side as they see it as the safest route, it would have the
least traffic crossings and the greatest usage.
The City Council directed the engineers to look at moving the pond in the Golf Course
and bike path closer to 85a' street to save on the retaining wall costs. The Council did
agree on the south side for a bike path but would like not to see the retaining walls. They
directed Ron Wagner and Mike Robertson to talk to the Golf Course Owner.
Shane Nelson went over the construction plans for Page Avenue and also recommended
the bike path go on the east side of Page Avenue. The Engineers and Council discussed
building a pond at Page Avenue and CSAH 39.
Ron Wagner went over the estimated costs and proposed assessments for these projects.
2.2. Discussion of Water System Time table costs and fees
Ron Wagner said the Water Tower would take 18 months for completion. He reviewed
how a pneumatic pressure tank could be used by developers and also paid for by
developers until the water tower would be completed.
The Workshop adjourned at 6:41 PM.
Attest.
