SPECIAL CITY COUNCIL MEETING
• THURSDAY, 6:30 PM, SEPTEMBER 25, 2003
OTSEGO CITY HALL
1. Mayor Fournier open the Special City Council Meeting
Mayor Fournier called the meeting to order at 6:30 PM.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner,
Jerry Struthers, Dan Scharber and CM Virginia Wendel arrived at 6:40 PM.
Staff: Judy Hudson, City Clerk; Karee Rowell, Deputy Clerk; Andrew
MacArthur, City Attorney; Ron Wagner, City Engineer and Jeff Elliott,
Assistant City Engineer.
2. Consideration of Final Plat for Kittredge Crossing
Ron Wagner presented the staff reports.
Lucinda Gardner, applicant, agreed with all the conditions.
CM Heidner motioned to approve the Kittredge Crossing Final Plat,
subject to the five conditions listed in the Findings of Fact. Seconded by
CM Scharber. All in favor. Motion carried.
3. Consideration of new Phone System for City Hall
CM Heidner asked to remove this item from the agenda and suggested a
Administrative Subcommittee Meeting.
October 2, 2003, Thursday, 4 PM was set to meet with Nova.
4. Consideration of proposed Lease with T Mobile
Andy MacArthur went over the proposed lease.
Chuck Bisner agreed with the City Attorney's report.
CM Heidner motioned adoption of contract with changes discussed.
Seconded by CM Struthers. All in favor. Motion carried.

CM Scharber asked if the Parks Commission is having a special meeting
since Jeff Bartheld resigned. Judy Hudson said they were discussing having
one to discuss the Haunted House for 2003.
CM Wendel motioned to adjourn. Seconded by CM Scharber. All in
favor. Motion carried. Meeting adjourned at 6:56 PM.
